As a Management Analyst, he/she applies analytical and evaluative methods to assist in developing and implementing a national workforce/manpower strategy for Technical Operations (AJW). He/she is responsible for using analytical and evaluative techniques to forecast the actual workforce staffing levels in comparison to identified needs and to assist in developing approaches to support standardization efforts across three service areas. He/she performs multiple and varying assignments under the limited direction of a manager, or more experienced professional. This work directly affects AJW's ability to staff positions throughout the ATO and is critical to ensuring that the Technical Operations workforce is adequately staffed.
As a contributing specialist, he/she applies experience and advanced knowledge of analytical and evaluative techniques and methods to plan and accomplish assignments and to create initial forecasting plans as assigned. He/she provides support for identifying agency methodologies for assessing, resolving work process, procedural issues and making recommendations to managers for improvements. Provides resolution for complex issues based on organizational knowledge. Applies advanced knowledge of workforce planning methods and objectives to assist management in identifying, defining, and organizing resources for projects/ programs/work activities. He/she applies quantitative and qualitative methods to develop, facilitate and execute human capital workforce plan initiatives for the Technical Operations workforce.
Using experience tracking and analyzing data, he/she guides initiatives or develops recommendations to maintain adequate staffing of the National Airspace System (NAS) by providing a reliable structure for maximizing all AJW resources. He/she evaluates and analyzes workforce management programs as it relates to manpower/personnel, training and hiring to meet staffing goals. Assignments require knowledge and experience working across functional and/or organizational lines. Responsibilities includes: tracking and analyzing data to ensure compliance with policies and procedures; providing guidance to less-experienced professionals in day-to-day operations; identifying, analyzing, and recommending solutions for complex/difficult problems; and recommending improvements to systems and processes.
He/she applies skill and experience using Microsoft Office Suite, including Excel, Power Point, Word, Visio, and various business analysis tools to develop and import reports. Creates reports, formulating visualization of data using spreadsheets, databases, KSN, Tableau, and presentation programs and/or applications, he/she creates reports and develops methods to formulate and visualize data.
Contacts are internal and external. He/she collaborates and coordinates with customers and stakeholders both inside and outside of Management Services and the Air Traffic Organization (ATO), to include; Tech Ops managers in field facilities, the Office of Labor Analysis (ALA), the Office of Human Resource Management (AHR), Mission Support (AJV) and others to gather input and pertinent information associated with technician workforce planning. May act as a point of contact to provide advice and guidance on the application of policies and procedures. May be called upon to communicate FAA position on policies and procedures to external organizations.
Although established policies/procedures provide guidance for most assignments, he/she is allowed considerable discretion for employee to select the most appropriate approach(es) or recommend new approaches. He/she resolves most problems and work issues without the assistance of a manager or more experienced professional. The Team Manager reviews work periodically, typically at major milestones and at completion, for policy compliance and alignment with the requirements of projects and/or other work activities.
Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-G or FG/GS-10/11) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
SPECIALIZED EXPERIENCE:
