WHAT DOES A HUMAN RESOURCES SPECIALIST DO? As a Human Resources Specialist in the HCO EAGLE (Employees Achieving Goals and Leadership Experience) Program, you will serve as an advisor for the EAGLE program providing authoritative advice, consultation, and technical assistance to senior leaders, managers, and career field teams. As such, the incumbent uses mastery knowledge of HR principles, concepts, practices, laws, and regulations in providing authoritative technical and advisory services to aid in Talent Acquisition and Talent Development of IRS employees. These programs include but are not limited to recruitment, staffing, pay administration, position management / position classification, compensation, benefits and entitlements, performance management, incentive awards, employee relations, and labor relations and/or other personnel management programs.

You must meet the following requirements by the closing date of this announcement:
GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: demonstrating expert knowledge of the law, theories, principles, and practices of at least one area of human resources with an understanding of the full range interrelationships of human resources management programs sufficient to provide integrated solutions to employee relations problems/issues; In depth knowledge of the Agency organizational structure, as well as internal and external functions and relationships; Demonstrated intensive knowledge of communicative techniques in order to meet and deal tactfully and persuasively with others to resolve issues which are often controversial and sensitive in nature and to maintain harmonious relationships with all parties. Experience delivering briefings, presenting findings and recommendations, and influencing/negotiating with management officials to accept proposed solutions for implementation. Experience preparing written materials such as project papers, staff reports, manuals, handbooks/guides, directives, and other substantive material for use by others.
In addition to the above, to be eligible for this position in the EAGLE Program, you must have completed 12 months or more in your current permanent position and your most recent performance appraisal must be rated ‘Fully Successful’ or higher.
- The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.
