As the Program Specialist, he/she serves as the Lead Contracting Officer Representative (COR) and contract subject matter expert (SME). Develops and Implements contract requirements and contract management process, procedures. Provides leadership for highly complex and challenging assignments and guidance, under the minimal direction of the manager. Provides guidance, support and feedback to customers and stakeholders within established deadlines. Provides training and guidance to lower-level personnel. Applies experience and expert knowledge that are applicable to contracts acquisitions and administration to conduct functional activities for projects/programs that often require the development of new and innovative approaches. Has knowledge applying acquisition laws and regulations to ensure conformance to governing laws, regulations and processes related to acquisition. Plans and coordinates pre-award and post-award activities associated with new and emerging contracts. Prepares and maintains acquisition strategy plans, procedures and presentations. Develops and coordinates Statement of Work, Market Survey, Request for Invitation, Technical Evaluation, Contract Transition, Contract Training and Contract Management documentation. Monitors and tracks contract period of performance to ensure contracts, option years and continuing tasks are renewed in accordance with government requirements. Coordinates works tasks to ensure due dates are met; and review work tasks to ensure compliance with governing laws/regulations and customer satisfaction. Develops and maintains a list of customers and stakeholders. Develops and implements plans and procedures to best meet customer and stakeholder requirements. Develops metrics to measures customers and stakeholder satisfaction and seeks feedback for improving contract management procedures. Provides status reports, progress reports and action plans as required. Contacts are internal and external. Often represents the AJW and the ATO as a principal point of contact to provide advice and guidance on the applications of policies and procedures. He/she interacts on a regular basis with the contract stakeholders and customers, such as FAA management, contracting officer, CORs, accounting representatives, vendor representatives, and Office of General Counsel. Formulates and recommends to senior management positions on major projects/policies/issues. Works closely with customers, stakeholders & acquisition personnel for identification and development of acquisition documentation. Participates in technical evaluation teams and acquisition strategy work groups. Prepares, reviews, and recommends approvals of major reports on projects, programs and other work activities for internal and external distribution. Develops briefings to convey strategic vision and/or organizational policies to internal and external audiences. Provides expert guidance and instruction to customers and stakeholders to address diverse, complex issues which often cross multiple projects, programs, and/or functional areas. Develops and recommends approaches to address current and anticipated problems and issues. Works with senior
management to identify and resolve problems.
Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-I or FG/GS-13) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
SPECIALIZED EXPERIENCE:Experience applying acquisition law in order to identify, plan and organize all phases of an acquisition related to the procurement of supplies and services.
