This position is located in the Air Traffic Organization (ATO), Air Traffic Services (AJT) provides safe, secure, and efficient management for the National Airspace System and international airspace assigned to U.S. control. AJT is responsible for Airport Traffic Control Towers (Federal and Contract), Terminal Radar Approach Control facilities, Air Route Traffic Control Centers, and Combined Center Radar Approach Control facilities to guide aircraft through their various phases of flight.
As a Management and Program Analyst, the incumbent performs multiple and varying assignments under minimal direction of a manager, project/program manager, team leader, or more experienced professional. Acts as an individual contributor and/or member of a team. Applies experience and advanced knowledge of analytical and evaluative methods, techniques and principles to plan and accomplish assignments.
Typical assignments include: conducts organizational evaluations and special studies; tracks and analyzes data to ensure compliance with policies and procedures; provides guidance to less experienced professionals; identifies, analyzes, and recommends solutions for complex/difficult problems and improvements to systems and processes; analyzes the effectiveness of programs, policies and procedures for effective and efficient use of resources. Searches and analyzes a variety of materials; coordinates background information; prepares and issues papers, reports and/or chart for senior management presentations or to use in response to inquiries or to clarify issues.
Demonstrates considerable independence in planning time to accomplish work. Plans schedules and conducts analyses/studies of proposed program plans for accomplishing programs activities. Determines from a programmatic perspective the viability, consistency and accuracy plans and projections and conducts reviews to determine resources levels required to accomplish programs in a sound and efficient manner. Provides supporting rationale on the establishment or clarification of objectives. Ensure that plans are consistent with program guidance. Analyzes plans for programs under the organization's cognizance and recommends changes, as necessary, to ensure that comprehensive plans are kept current and reflect policies, priorities, goals and objectives of the organization. Conduct analyses in the review and evaluation of program activities. These analyses are conducted to ensure proper program integration and conformance to policy, completeness, and adequacy of operations in meeting goals and objectives.
Maintains a tracking system to assure that all draft issuances are reviewed, consolidated, and comment submitted in a timely manner. Develops recommendations based on management studies and surveys, and discusses recommended courses of action with program managers to resolve problem areas. Reviews and analyzes new and proposed regulations to determine impact on program operations and management. Provides support to management personnel for best utilization and reprogramming of resources.
Resolves most problems and work issues without the assistance of a manger, project/program manager, team leader, or more experienced professional. Refers to manager and more experienced professionals with problems that require their attention. May help to develop and recommend solutions.
Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-G or FG/GS-10/11) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
Specialized experience may include but not limited to: experience collecting and analyzing data to evaluate the effectiveness of administrative and management programs; and experience ensuring compliance to processes, procedures and program operations.
