The Program Manager manages the work of a large, multi-level organization typically through subordinate managers. Directs the planning, development, and overall governance for the operation and maintenance of the NAS. Directs the work of subordinate employees and/or managers for multiple organizational units/projects/programs and across multiple functions and/or disciplines within a major subdivision. Ensures the program focuses on establishing standards and processes to accurately maintain NAS equipment and services, and adapts to modifications focusing on NAS efficiency and availability with the least impact to operations. Organizes programs and activities in accordance with the mission and goals of the organization. He/she oversees the establishment, updates, and revisions to Technical Operations’ Orders that pertain to the Safety and Efficiency of the NAS. This position also provides guidance and input to the Director of Operations Support as well as the Vice President of Technical Operations when questions or issues arise concerning the NAS.
Contacts are routinely internal and external to the major subdivision. Internal contacts are with subordinates, peers, and higher level management to discuss the statuses and results of projects/programs and plan for the future. Collaborates with groups external to the Air Traffic Organization and other groups such as, subject matter experts from the field and multiple collective bargaining units to ensure policies and directives are kept current while changes occur in the NAS on a non-stop basis. May represent the major subdivision, LOB/ SO, or the FAA externally as a primary point of contact for policies/ procedures or other project/program purposes. Has the authority, within guidelines, to make commitments for the major subdivision, to establish new policies/procedures, and to make exceptions.
Applies a detailed knowledge of the technical aspects of the work that is directed; a detailed knowledge of budget, human resource management, and other administrative policies and procedures; and a comprehensive understanding of the objectives of the major subdivision, the ATO, and the FAA. Acts as the Agency lead for NAS maintenance training programs, such as Fundamental Documentation (FUNDOC), Core NAS Policy Course (CNPC), and Reliability Centered Maintenance (RCM). He/she works with the team to develop appropriate methods of delivering and communicating changes to policies and procedures, including providing experts from Policy staff to help teach these types of courses.
Provides guidance to subordinate managers and employees for preventing and resolving problems without the intervention of higher level management except where ATO or FAA-wide interests are at stake. Ensures standard operating procedures, policy documents, and maintenance and operations requirements are well-documented and published in approved formats. Communicates the organization's vision and objectives. Ensures timely communications of policies revisions. Oversees communication strategies and training approaches of policy guidance to ensure widespread awareness and to mitigate operational impact.
Plans and executes NAS Operational Policy initiatives in accordance with the program’s strategic objectives. Oversees development of national governance for the management, operation, and maintenance of the NAS. Ensures the overall maintenance philosophy is continually reviewed and redefined, as appropriate. Oversees the review and evaluation of proposed legislation, regulations, and policies, and how they relate to critical NAS systems and services. Communicates the identified areas that may affect operational services or have widespread agency or national implications. Develops an evaluation method to assess program strengths and identify areas for improvement.
To qualify for this position at the FV-K (FG/GS-15) pay band level, all applicants must demonstrate one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to the next lower grade level which is (FG/GS-14) or pay band level (FV-J) in the Federal service. SPECIALIZED EXPERIENCE is defined as experience which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and that is typically in or related to the work of the position to be filled. To be creditable, SPECIALIZED EXPERIENCE must have been at least equivalent to the FG/GS-14 grade or FV-J pay band level for the FV-K pay band level in the normal line of progression for the occupation in the organization.
Examples of SPECIALIZED EXPERIENCE for this position include, but are not limited to:
Experience leading teams to develop and interpret NAS operational guidance.
