As a member of the F&M team, the Executive Resources Office's (ERO) mission is to make the Office of Chief Counsel, IRS an employer of choice and a leader in human capital planning and management for Senior Executive Service ad Senior Level Positions. It develops strategies and tools for recruiting and hiring a highly skilled and high performing workforce to support the Office of Chief Counsel, IRS mission. The Executive Resources Office provides strategic human capital and advisory to SES and SL Chief Counsel employees in sixteen business units, located in Washington, D.C., as well as designated field offices across the United States. The Executive Resources Office is committed to excellent customer service and to fairly and equitably identify and employ innovative recruitment, retention, and professional development programs and services. The incumbent of this HR Specialist position serves as the Executive Resources Program Manager.

GS-15: You must have one year of specialized experience at the level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes: Interpreting, implementing, adapting, and applying human resources laws, regulations, procedures, and practices related to the Senior Executive Service and Senior Level; AND Experience providing comprehensive technical and consultative services to management regarding HR policy and procedures; AND Experience applying communicative techniques in order to meet and deal tactfully and persuasively with others to resolve issues which are often controversial and sensitive in nature; AND Conducting research, analysis, evaluation, and drafting of response using analytical techniques
The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

How You Will Be Evaluated:

Rating: Your application will be evaluated in the following areas: 1) Expert knowledge of Federal SES personnel policies and procedures in order to ensure technical and policy advice provided is consistent with agency as well as Federal requirements, policies and guidelines; 2) Knowledge of analytical and evaluative methods sufficient to render sound judgments on a wide range of complex HR management and policy issues; 3)Comprehensive knowledge of Federal staffing, classification, and performance management pertaining to Senior Level and SES positions; and 4) Skill in oral and written communications sufficient to persuade and negotiate with management.
