Physical Requirements: The work is sedentary, although some light physical effort may be required.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/05/2021.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade.

Education: Undergraduate (bachelor's degree) and Graduate Education (masters degree): Major study -- education or a subject area related to the position to be filled. (A transcript must be submitted with your application if you are basing all or part of your qualifications on education.)

Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction.
Examples of qualifying specialized experience include:
- Teaching or instructing in an adult education program, secondary school, college, military
installation, or industrial establishment in the appropriate field(s).
- Supervising or administering a training program.
- Development or review of training/course materials, aids, devices, etc., and evaluation of
training results.
- Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

GS-11 Specialized Experience: Applicants must have at least one-year of specialized experience equivalent to at least the GS-09 grade level. Specialized experience is defined as: experience with training objectives related to emerging technologies; experience assisting with development of course curriculums; has experience with training guidelines and procedures when presenting training solutions/options to others.
GS-12 Specialized Experience: Applicants must have at least one-year of specialized experience equivalent to at least the GS-11 grade level. Specialized experience is defined as: demonstrates experience in adapting training objectives to new and emerging technologies; demonstrates practical experience in the development and delivery of course curriculum to diverse adult learners; provides technical knowledge and advice on training guidelines and procedures when presenting training solutions/options to others.

Education for GS-11 only: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., (if related), A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
For GS-12: There is no educational substitution at this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
