The Director, System Operations Security is responsible for managing all programs related to air traffic national security programs and leads in protecting the United States and its interests from security threats involving the Air Domain. The Director administers a $6.4M budget in the execution of duties and responsibilities through a workforce of approximately 70 employees drawn from a variety of disciplines and professions.
Principal Responsibilities
Directs the use of ATO's Air Traffic Management capabilities to deter, detect, respond to, defeat, mitigate and recover from threats, such as hostile aircraft involving the Air Domain. Manages the mitigation of impacts caused by the threats and associated response measures on the safety and efficiency of the NAS to include the issuance of Temporary Flight Restrictions and waivers and the negotiation of impact reductions with other agencies.
Manages ATO's sensitive and classified national defense, homeland security, and emergency operations related missions involving the Air Domain.
Establishes policies, plans and procedures that enable effective ATO national defense, homeland security, law enforcement, and emergency operations efforts.
Manages the ATO's National Response Framework related efforts, including crisis management support of the agency's leadership; coordination and execution of national ATO emergency operations; the development of interagency contingency plans; and the deployment of ATO personnel to key crisis management nodes such as State Emergency Operations Centers and Federal Government Joint Field Offices.
Leads all counter Unmanned Aircraft Systems (UAS) policy, intra and interagency coordination and maintains operational oversight of counter UAS missions for the ATO.
Communicates and collaborates with stakeholders to effectively advocate air transportation security issues by interacting with officials within the Federal Aviation Administration (FAA), ATO, Department of Defense (DOD), Department of Homeland Security, and other agencies in the Federal, State, local, and international arenas. Represents the FAA in meetings, committees, groups and forums by serving as an authority on air transportation security matters. Exercises delegated authority to make commitments on behalf of the FAA on matters directly affecting air transportation security issues.

TECHNICAL REQUIREMENT: Demonstrated experience leading an organization responsible for national security and emergency response to protect the United States and its interests from threats and hazards associated with Air Traffic Management.
TECHNICAL REQUIREMENT: Demonstrated leadership experience leading and managing the safe-handling, safe operation or protection and control of classified or sensitive information in support of the safe and efficient operation of the National Airspace System.
