Serves as a management or program analyst working with a higher level analyst or more experienced staff engaged in similar work. The position is located in an organizational entity of the Federal Aviation Administration (FAA). Conducts analytical administrative, programmatic and/or management studies and projects of processes, procedures and methods in the identification, consideration, and resolution of issues or problems of a procedural or factual nature. Assignments cover the study and analysis of such functions as organization design, space planning, task analysis and job structuring, work measurement, delegation of authority, reporting procedures, workflow, information management, program planning, execution and control, and business management.
Conducts studies, analyses and surveys of programmatic, administrative and management methods, processes and procedures to resolve issues or problems of a procedural or factual nature. Interviews program managers and employees to obtain information about administrative, management and/or programmatic requirements, issues, and activities. Researches, gathers, assembles, analyzes and consolidates administrative, management and/or programmatic information and data ensuring overall accuracy and consistency.
Consolidates detailed operational data into specified formats, develops statistical charts and graphs and edits textual material for clarity. Compiles, cross checks and consolidates tables, exhibits, schedules and other data in preparation of internal and external reports. Assists in the development of procedures for establishing, operating, and assessing the effectiveness of administrative control systems. Monitors and tracks programmatic and management actions and reports for completeness and responsiveness to guidance, to insure that commitments and milestones are met, and delinquencies are brought to the attention of the supervisor or appropriate manager.
Recommends changes to/solutions to routine procedural problems. Reviews and analyzes management and program directives and instructions from higher level offices concerning project management systems (planning, execution, evaluation and analysis, and reporting requirements) for consistency, reporting requirements and background information. Utilizes and updates database management information systems.
Assists with the review and presentation of documents and reports on a variety of issues and makes recommendations as to appropriate courses of action for routine procedural activities. Analyzes reports to ensure distribution, consolidation of comments and required follow-up action. Drafts briefing materials, reports and similar documents for use as background by the supervisor, or for presentation to senior management on various administrative and management policy, or operational matters requiring preliminary background analysis and review. Attends periodic meetings and programs reviews and documents findings and provides support to these proceedings by gathering specific data, some of which is not readily available and which must be developed or solicited from other offices.
Performs other duties as assigned.
To qualify for this position you must demonstrate in your application that you possess at least one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-F or FG/GS-7) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
Specialized experience may include but not limited to: Experience which demonstrates abilities in gathering facts and using effective analytical and evaluative methods to accurately assess and report information, and make recommendations to higher level specialists.

Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
