Exceptional knowledge of information technology systems security concepts and principles and awareness of emerging technologies and their applications to information assurance processes.
Ability to direct the implementation of information assurance systems, software, and related projects and apply innovative methods to implementation problems not readily treated by conventional methods.
Knowledge equivalent to such systems security certifications as CISSP, CNSS, CAP, SSCP, or CSSLP. Knowledge of information assurance integration in the SDLC, CPIC, and EA processes.
Expert knowledge of GSA’s supply chain integrated processes supporting the global requisition based supply support. Ability to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods.
Expert knowledge of policy and planning concepts and practices, project management methodologies, and advanced applications tools and technologies.
Mastery of knowledge of project management techniques and best practices and standards and ability to apply this knowledge in a Government reimbursable organization.
Expert ability to communicate effectively both orally and in writing with all levels of management officials and clients.
Expert skill in composing and editing high-level written communications to all levels of employees, top officials throughout Federal, state and local governments, Members of Congress, academia, and the private sector. Ensures messages to internal and external audiences are consistent, accurate, and timely; communicate national and global initiatives; that appropriate input is developed and incorporated into messages; are effectively transmitted using innovative tools and methods.
Expert knowledge of Federal procurement laws, regulations, Government procurement principles, IT industry standards, GSA standards, Federal ADP policies, directives, guidelines, and other regulatory materials covering IT areas, with an emphasis on information security, in order to recommend systems and service and ensure the technical accuracy and applicability of products and services furnished by private sector vendors.
Expert level knowledge of cybersecurity, critical infrastructure and resilience security, and supply chain and risk management initiatives, legislation, policies, standards, and strategies (e.g., Cybersecurity National Action Plan, Strategy for Information Sharing and Safeguarding, Presidential Policy Directive-21,
Executive Orders 13556, 13636, Federal Information Security Modernization Act, OMB Circulars A-123 and A-130, Federal Information Technology Acquisition Reform Act, Shared First Strategy, CNSS Directive 505 and IC Directive 731 on Supply Chain Risk Management, and NIST guidance).
Ability to conduct advanced risk analysis to prepare long range information assurance plans.
