What is Procedure and Administration? The Associate Chief Counsel (Procedure and Administration) (PA) provides legal services relating to federal tax procedure and administration including legal issues arising out of the assessment and collection of federal taxes, bankruptcy, ethics, abatement, credits, refunds of federal taxes, judicial proceedings, and disclosure of Freedom of Information Act (FOIA) and Privacy Act matters.
The following are the duties of the Supervisory Publication and Regulations Specialist at the GS-13 level. This list is not inclusive.
You must meet the following requirements by the closing date of this announcement:
GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience for this position includes editing and reviewing Federal Register documents and preparing them for publication; providing guidance on editorial requirements for federal register documents; analyzing program needs; and communicating procedural and policy changes as they relate to drafting Federal Register documents. Experience as a supervisor or a lead who directs, reviews, and evaluates the work of subordinates in order to effectively accomplish the mission of the business unit.
The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Rating: Your application will be evaluated in the following areas:
Knowledge of publications and regulations program and its interrelationship to tax programs in order to effectively analyze and make recommendations for improvement; Knowledge of Publishing Handbook, Federal Register Drafting Handbook, legislation affecting publication guidance, and internal guidelines and controls related to the service and resolution of problems with published guidance; Ability to gather and correlate information from a variety of sources in order to analyze data and formulate conclusions and recommendations to address the needs of the business unit; Ability to plan, coordinate, assign, direct, review and evaluate the work of subordinates in order to accomplish the mission of the business unit effectively; and Ability to communicate effectively, deliver reports and assessments, to present plans and proposals, to articulate office policies and positions to both internal and external audiences.
Category rating will be used to rank and select eligible candidates. If qualified, you will be assigned to one of three quality level categories, A, B or C depending on your responses to online questions, regarding your experience, education, and training related to this position. Your rating may be lowered, if your responses to the online questions are not supported by the education and/or experience described in your application.
