Direction/Long-Range Planning
Develops both long and short-range policies and plans for the Office of the Chief of Staff by coordinating the medical administration needs of the organization(s). Incumbent manages and coordinates all administrative aspects of the Office of the Chief of Staff. The incumbent is responsible for the development and implementation of policies and procedures for the Office of the Chief of Staff. On major issues the incumbent defines the goal to be met, envisions alternative policies, recommends a course of action, and implements the alternative chosen. Utilizes a broad base of knowledge to recognize need for new policies and/or standard operating procedures (SOP) as well as potential document rescissions and brings this information to the attention of the Chief of Staff. The policies and procedures addressed are for all the various aspects of the service including, budget and fiscal management, supply, services aligned with the COS, and equipment procurement. Reviews and updates SOPs, policies, charters, memorandums of understanding and other relevant documents for the Office of the Chief of Staff.
Program Administration
The incumbent is responsible for distributing written policies and procedures that promote commitment to compliance. Maintains a collaborative working relationship with the Health Administration Service, Information Resource Management Service, Medical Staff, Regional Counsel, Executive Leadership, and other key stakeholders in the Medical Center. Maintains awareness of laws and regulations, keeping abreast of current changes that may impact the Medical Center through seminars, training programs, and personal contact. Incumbent is authorized to be approving official for orders or supplies, services and equipment. The incumbent reviews orders to verify their need and ensures that each section receives the appropriate share of funds available. The incumbent serves on various facility strategic planning committees and management on-site meetings. Participates in the analysis and interpretation of workload and other data used in resource planning. Duties and responsibilities of the position include development and implementation of policies and procedures for the WTVAHCS.
Accreditation Program Administration
Incumbent is fully aware of quality assurance aspects and assembles and monitors current required materials to assist the Chief of Staff in meeting requirements for accreditation by TJC, CARF, CHIP, CLIA and others. The incumbent is responsible for tracking, investigating and formulating a response to inquiries from facility, VISN, VHA, elected officials, White House Hotline, and regulatory agencies. The incumbent is responsible for assisting the Chief of Staff in developing Pay for Performance goals for physicians and dentists, evaluating goals achieved, and ensuring biannual market pay reviews are done timely. The incumbent plays a central role in developing and coordination internal review systems to assure that both clinical and administrative activities are in compliance with agency and accrediting and regulatory requirements.
Quality/Productivity Goal
Provides leadership and direction to promote the development and productivity of all employees. Monitors and assists aligned administrative officers/service chiefs in monitoring ongoing productivity. Develops and maintains effective relationships with the medical staff and strives to earn their trust and respect. Fields queries and maintains a system to ensure that beneficiary complaints are appropriately received and resolved. Using knowledge of clinical services, can identify complaints of a recurring nature, conduct fact finding to discover root of problem and ensure resolution to address deficiencies. Administers internal reviews, quality, productivity initiatives, and monitors performance measures of services aligned under the Office of the Chief of Staff. The incumbent develops, interprets, applies, and integrates objective criteria and acceptable standards for use in monitoring activities. Ensures quality assurance issues pertaining to the Service are documented and appropriate follow-up action occurs regarding any problem, or recommendation found or made as a result of the Service's quality assurance activity.
Supervisory Responsibilities
Supervises Credentialing and Privileging (C&P) staff. Supervises WTVAHCS clinical ADPAC personnel in the performance of their collateral duties.
