Provides expert technical assistance to the public in areas such as certificate requirements for airmen and aircraft. Assists in the replacement of lost or mutilated certificates by verifying airmen and aircraft certification status. Extracts and analyzes information from documents in the technical data library such as type certificate data sheets, airworthiness directives, service bulletins, technical standard orders and supplemental type certificates in support of aviation safety inspectors and industry. The support includes certification of air carrier, operators, and air agencies; surveillance of airmen and aircraft; investigations of accidents, incidents and enforcement. Informs management of any noteworthy trends from this analysis. Extracts analyzes and presents Safety Performance Analysis System (SPAS) data to identify trends for items that affect aviation safety. Provides conclusions and recommendations to aviation safety inspectors. Conducts and/or assists with investigations such as complaints, occurrences, incidents, accidents and enforcement actions. Gathers and analyzes information, conducts interviews and prepares correspondence and reports for management signature. Drafts and issues waivers and authorizations, such as aviation events, parachute jumps, pipeline patrol and banner-towing. Checks all documents for appropriateness and completeness. Researches compliance with Federal Aviation Regulations (FAR), policies and procedures. Conducts onsite surveys as appropriate. Reviews flight instructor files for renewal eligibility based on attendance at approved clinics or level of authority. Reviews airmen certification files submitted by designated examiners to ensure that certification requirements are met and proper signatures are documented. Reviews inspection authorization files for renewal eligibility based on level of activity within time frames required by the FAR. Reviews student pilot and ground instructor applications to determine compliance with FAR and issues certificates or disapproves applications. Conducts signal light tests, analyzes results and recommends approval or disapproval to aviation safety inspectors. Reviews requests for special flight permits to determine eligibility, issues only those for small aircraft that are not required to be inspected by the FAA before the permit is issued and refers all others to aviation safety inspectors.
Provides technical support to aviation safety inspectors during the certification of operators and air agencies by performing functions such as assisting with the evaluation of an emergency evacuation demonstration, records review and pre-certification briefings. Reviews examiner files such as designated mechanic examiner (DME), designated pilot examiner (DPE), Training Center Evaluator (TCE) and Aircrew Program Designee (APD), to determine renewal eligibility based on level of activity and FAA policy. Provides technical support to inspectors during surveillance of operators, air agencies, airmen and aircraft. Reviews, analyzes and makes recommendations based on data in records, logbooks and certificates. Conducts surveillance of aircraft, equipment and procedures. Performs inspections and observations of Computer Testing Centers (CTCs) to determine adequacy of the facility, security and that the Testing Center Supervisor (TCS) meets the required qualifications. Observes administration of tests for proper procedures. Reports findings as appropriate. Assists aviation safety inspectors in the surveillance of aviation events by verifying that all participants are included in waivers, monitoring crowd control and examining airmen certificates and documents. Monitors distribution of flight time between participants and recommends appropriate changes. Enters basic information for crewmember in the Flight Activity and Crew Tracking System (FACTS) i.e., sub-program, job category, aircraft/simulator program.
To qualify for this position you must demonstrate in your application that you possess at least one year (52 weeks) of specialized experience equivalent to the FG/GS-8 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience may include but is not limited to:
Demonstrated accomplishment in practical technical aviation operations; computer skills and knowledge of common software applications; analytical skill; interpersonal skills; and communication skills; experience in gathering and compiling aviation safety data; experience in analyzing aviation safety information for the purpose of identifying trends; experience in preparing technical reports and documents; and experience in assisting in aviation investigations such as complaints, occurrences, incidents, accidents and/or violations.
