Utilize a comprehensive knowledge of air traffic operations, policies and procedures as well as the NAS, the team manager leads a staff of highly technical specialists responsible for conducting safety investigations, for reporting significant aviation events and for disseminating unbiased information regarding those events.
As necessary, leads and participates in investigations of high visibility incidents and events. This work is critical to the safe and efficient operation of the NAS and to the safety of the flying public.
Use advanced technical knowledge of and experience separating and controlling air traffic in an FAA terminal or En Route facility to direct and monitor the initial notification and preliminary investigation of facts surrounding significant events involving aircraft accidents and incidents, major service disruptions, outages at air traffic terminal an EN Route facilities, and losses of separation between aircraft.
Applies experience in preparing analytical reports concerning aviation incidents or events to compile and report results of investigations to the Chief Operating Officer (COO), the Deputy Chief Operating Officer and the Vice President (VP), Safety and Technical Training as well as other agency senior leadership.
Recommends mitigating actions to senior management as appropriate. Analyzes results of investigations and recommends course of action as appropriate.
As a technical expert, applies a detailed technical knowledge of the NAS to direct national on-site-safety investigations to assess air traffic services and operations and to report findings and recommended actions.
Responsible for assigning personnel and resources to assist ATO facilities in the compilation and review of audio and radar data as well as other pertinent documentation in determining casual factors, impacts and findings regarding high visibility or other significant events involving ATO services.
Interacts with senior executives within FAA, leaders of the aviation industry, and external stakeholders. Applies experience participating in workgroups to serve as a focal point for safety investigations and accident reporting and to work collaboratively with other Federal Agencies during accident/incident investigations.
Prepares and coordinates responses to Congressional Offices, Office of the Inspector General (OIG), Office of Management and Budget (OMB), General Accountability Office (GAO), and the National Transportation Safety Board (NTSB) inquires as required.
Has the authority to make commitments for Safety and Technical Training to establish new policies/procedures and to make exceptions within the assigned are of responsibility.
Exercise the full range of supervisory responsibilities over a staff of experts in NAS operations and procedures.
Responsibilities include: assignment of work, selections, promotions, training, disciplinary actions and performance evaluations. Establish priorities and approve leave. Resolves complaints from employees referring group grievances and serious unresolved complaints to a senior manager. Responsible for strategic planning, communicating the Director’s vision and objectives, and setting priorities. Communicates and reinforces diversity and EEO policies and program.
Defines, acquires, allocates budget, and other resources to accomplish objectives and multiple projects.
The Group Manager reviews individual and organizations performance on a periodic basic through status reports and organizational performance measures. The Group Manager reviews work for success in achieving planned results, not technical merit. Work directly affect the Service Unit, ATO, the FAA, the aviation industry, and the flying public.
To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the (FG/GS-14/FV-J). This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
*Experience in a military or civilian air traffic facility that demonstrates possession of the knowledge, skills, and abilities required to perform the level of work of the specialization for which application is made.
