The incumbent applies experience gained as a full performance level air traffic controller to lead the development of international letters of agreement, facilitate operational contingency exercises and assist in the development of contingency procedures where needed.
As an experienced air traffic controller, the incumbent is a team lead on large projects involving policy, procedures and letters of agreements. The incumbent applies skills and experience applying project management principles to develop communication strategies, plans and schedules. The incumbent recommends and implements improvements to enhance and upgrade policy, guidance and training material.
The incumbent will be responsible for supporting industry work groups and leading the International letter of Agreement work. Will recommend and develop policy changes. They will support the coordination and development of contingency procedures, facilitate ATO-wide Operational Contingency Information-Sessions and support and facilitate operational contingency exercises.
The incumbent is considered an authority in air traffic operations. Although established policies/procedures provide guidance for most assignments, the incumbent uses considerable discretion to select the most appropriate approach. The incumbent interprets internal and external policies and extrapolates from precedents. The incumbent resolves most problems and works issues without assistance from the Group Manager. The Group Manager reviews work at project completion, to ensure policy compliance and alignment with the requirements of projects and/or other work activities.
The incumbent will be required to work with multiple internal and external stakeholders to include: ATO Service Unit POCs, FAA LOB POCs, ATCSCC, ATC facilities, service area / center personnel, HQ personnel, NATCA & PASS representation, International ANSPs, Airports, and aviation organizations such as: A4A, ACI, NBAA, ICAO, IATA, etc., to build collaborative relationships that yield effective and efficient operational contingency policy, plans, agreements and procedures. The incumbent prepares responses to Congressional Office of
Inspector General (OIG), Office of Management Budget (OMB), and Government Accountability Office (GAO) inquiries as required.
Perform other duties as assigned.
Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-I or FG/GS-13) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
*Experience in a military or civilian air traffic facility that demonstrates possession of the knowledge, skills, and abilities required to perform the level of work of the specialization for which application is made. This experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules, and regulations.
