The Health System Specialist provides administrative and program support to the Chief of Staff at the Louis Stokes Cleveland Department of Veterans Affairs Medical Center and to all of the programs under his direction as Chief of Staff and/or Med/Surg Care Line Manager, encompassing the Med/Surg Care Line, Primary Care Line, Spinal Cord Injury Service, and Rehabilitative Medicine Service. Additionally the incumbent functions as the Business Manager for the Med/Surg Care Line, as Supervisor to the Administrative Officer for Spinal Cord Injury Service and as a Project Co-coordinator for the activation of all clinical construction projects at the Wade Park facility.
Coordinates the personnel management program for Services and Programs under the direction of the Chief of Staff. Advises high level officials on all aspects of personnel management activities. Makes recommendations relating to various personnel policy issues and provides advice to the Chief of Staff and to physician managers on personnel management matters and problems. Maintains continuous liaison with the Medical Center's human resources office in areas of personnel recruiting, promotion, training, equal opportunity employment, disciplinary action, performance evaluation, etc. Prepares appropriate justification for special pay agreements for medical and surgical sub specialty physicians. costs to insure maximum Assists the managers and supervisors and keeps them informed of any potential problem areas requiring their attention. Makes every effort to solve problem situations before they become significant problems. Prepares a variety of special analyses and reports on human resources issues. On own initiative, conducts studies and makes recommendations on various administrative and management functions. Develops systems and methods for tracking, managing, and reporting. Interprets human resources regulatory, policy, and procedural requirements.
Prepares documentation necessary to support recruitment of non-citizen physicians for scare medical and surgical sub specialty positions and insures compliance with ongoing regulatory requirements of involved agencies· including VACO, Department of State and the Bureau of Citizen and Immigration Services.
Oversees the budget and financial management of the Med/Surg Care Line ( currently in excess of 50 million dollars) and of the Spinal Cord Injury Service. This includes budget formulation, justification, and execution; financial management; and financial reporting. Provides advice to management and program personnel on budgetary and finance issues. Utilizes budget estimates prepared by the Departmental level staff to determine base resource levels in the many areas. Reviews budget estimates submitted, analyzes program plans and information, and identifies need for changes. Maintains a continuing review of operating and financial expenditures. Determines the need for budget reprogramming and initiates the necessary action. Makes analyses of program reports, financial statements and other accounting data, correlating and verifying information. Ensures funds are properly allocated and spent in a timely manner.
