The Telecommunications Specialist serves as the senior technical specialist for the Network Deployment Services (NDS) Service Area region. Incumbent will serve as the focal point assisting the Network Deployment Lead with the FAA Telecommunications Infrastructure (FTI) contract for ordering, provisioning and delivery of emerging telecommunication requirements. Defines, organizes, and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large work activities within established schedules.
Apply experience and comprehensive knowledge of the principles, theories and concepts involved in the planning, development, acquisition, testing, integration, installation, utilization, or modification of telecommunications systems, facilities services and procedures; as well as an understanding of new technologies and methodologies, to solve specific problems and to develop improved technical processes for the organization. Review analyze and implement telecommunication engineering or functional requirements of FTI and associated communications systems. Develop FTI system project plans, justifications, guidelines, and controls. Assist leadership with the telecommunication modernization when end systems remain analog/serial based, or similar complex multi-solution IP based modernization initiative.
Contacts are internal and external. He/she interfaces and builds relationships with senior level technical staff and engineers from the FAA, other Government agencies and industry. As the principle technical specialist, he/she collaborates with Enterprise Engineering and Infrastructure Services (EEIS) portfolio leads and project leads to provide telecommunications in support of NAS system implementation. Often represents the FAA as the senior technical point of contact on projects, programs and work activities. Communicates findings to technical and non-technical audiences as needed. Develop status reports, PowerPoint briefings, and read-ahead materials, as well as organize/coordinate meetings, discussions, and seminars. Provide regularly scheduled and ad hoc reports and briefings to varying levels of management on the status of network deployment projects.
As the PMO advocate, the incumbent will secure stakeholders buy in and commitment from Planning and Requirements Group (PRG), Engineering Services (ES), and Telecommunications Services Group (TSG). Provide technical guidance and instruction for analyzing technical issues, planning, organizing, documenting, and directing activities associated with assigned telecommunication projects. Review, prepare and analyze implementation plans, technical analysis reports, and other technical documentation.
Develops new and innovative approaches to improve quality of products and/or procedures. Provides centralized and transparent monitoring of transition progress, issues and risks. Maintains up-to-date knowledge of National Airspace System (NAS), telecommunications requirements to assess the ability of future investment strategies to support present and emerging communications requirements.
Work is reviewed rarely, typically though status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project or other work activity.

Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-I or FG/GS-13) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
