Collaborates with the Under and Assistant Secretary for International Affairs along with the Deputy Assistant Secretary for Investment Security in developing and managing program areas for which this Deputy Assistant Secretary is responsible, This included planning, formulating, and implementing authoritative Treasury Department positions on economic and policy questions relating to investment security issues as they relate to overall U.S. national security risks and vulnerabilities
Assists top-level Treasury Department officials with the development and formulation of U.S. foreign direct investment abroad and foreign direct investment in the U.S.
Serves as the staff level focal point for assuring adequate liaison/coordination takes place to identify and evaluate existing investment programs and/or problems. Represents the Under or Assistant Secretary for International affairs as well as the Deputy Assistant Secretary as designated, or circumstances require, in resolving disagreements between program areas.
Monitors and supervises the Treasury Department’s transactions that are not notified to the Committee on Foreign Investment in the U.S. (CFIUS) and applies enforcement policies as applicable according to the statute. Supervises the enforcement of mitigation agreements entered into between external parties and the U.S. Government to allow a specific foreign transaction to proceed.
Directs the Investment Security Monitoring and Enforcement Office. Carries the office’s managerial, supervisory, and administrative functions. These include (a) supervising work; (b) evaluating employee performance; (c) recommendation of promotions and disciplinary actions; (d) career development; and (e) recruitment and initial evaluation of applicants for professional economist and support positions.

To meet the minimum qualifications for this position, candidates must possess specialized experience at a senior level which demonstrates ability to perform the duties described above; including progressively responsible supervisory or managerial experience demonstrating ability to manage people and resources. Candidates are strongly encouraged to address each Executive Core Qualifications (ECQ's) and Mandatory Technical Qualifications (MTQ's) separately. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): The MTQs describe the necessary technical knowledge, skills, and competencies needed to successfully perform the duties of this position. Experience must have been at a sufficiently high level of difficulty to show clearly that the candidate possesses the required professional and technical qualifications and core qualification set forth below. MTQ 1- Broad knowledge and demonstrated understanding of the U.S. Government economic and national security policy positions on foreign direct investment in the United States including highly sophisticated economic and financial analyses of complex international investment issues. Experience formulating policy/strategy recommendations in the above topic areas.
MTQ 2- Extensive, diversified experience in analyzing and evaluating national security risks related to specific business or financial transactions, including but not limited to: foreign direct investment, sanctions, money laundering and transnational crime.
MTQ 3- Extensive experience negotiating and enforcing agreements designed to mitigate national security risks related to specific business transactions.
MTQ 4- Experience providing leadership and direction to a team while executing day-to-day activities and operations in an institutional setting. Familiarity with institutional approaches and processes to managing staff, including performance management, coaching, and counseling. Demonstrated experience within an institution: articulating long-term strategic goals or vision; building the organizational framework achieve mission, including initiating organizational change; and spotting and exploiting opportunities to move individuals, team, or organization toward the vision. Experience managing group processes; adapting leadership style to various situations; managing and resolving conflicts, confrontations, and disagreements in a positive and constructive manner to minimize negative personal impact; encouraging and facilitating cooperation, pride, trust, and group identity; and fostering commitment and team spirit.
