Serves as a Program Analyst within the UAS Operations Security team (AJR-26). -Performs multiple, varying, and complex assignments under the minimal direction of a manager.
-Uses analytical and evaluative methods, principles and techniques for completing assignments.
-Act as a contributing specialist or as a lead on large projects.
-Lead and support project/program teams; defining, developing and contributing to internal policies and procedures; predicting potential issues and proposing preventive actions.
-Uses analytical data and research to support the development and implementation of airspace management mechanisms to ensure that the integration of Unmanned Aircraft System (UAS) into the National Airspace System (NAS).
-Supports national defense and other security and law enforcement related needs.
-Supports and coordinates aviation or airspace related programs supporting DOD, DHS or other security agency missions as it pertains to: Drafting policies, procedures, and other interagency documentation, as required.
-Assesses current policies, procedures, and other interagency documentation for efficiency identification and information gaps.
-Provides recommendations to Team Manager based on findings of policy, procedures, and other interagency documentation assessments.
-Provides subject matter expertise in interagency meetings and in providing responses to written interagency inquiries.
-Applies experience and comprehensive knowledge of qualitative and quantitative principles, theories, and concepts to solve problems and to improve technical processes for the organization.
-Provides analytical and evaluative services in support of a broad range of management and program related issues; supports team manager and the respective group manager to develop specialized programs in these mission areas.
-Responsible for recommendations, coordination, and execution of administrative and resource management activities.
-Supports and may assist with and/or lead the development, implementation, and administration of new or modified policies, systems, methods, and guidance on a variety of management functions and activities.
-Contributes, supports and may assist with problems or issues that may cross organizational boundaries and impact on the accomplishment of strategic objectives. Takes into consideration the objectives of the major subdivision and LOB/SO.
-Conducts and supports organizational studies and evaluations to improve efficiency of operations.
-Collaborate with air traffic specialist to gather testing, evaluation, deployment, and operational data of Counter Unmanned Aircraft Systems (C-UAS) and other detection and mitigation capabilities in the NAS by developing and implementing ATM and other Air Navigation Services (ANS) related measures to mitigate potential safety and efficiency NAS impacts while supporting effective ATM security services.
-Establishes policies and objectives provide general guidance for addressing issues but allow considerable discretion for employee to select the most appropriate approach(es) or develop new approaches.
-May act as a principal point of contact representing the major subdivision and LOB/SO to provide advice and guidance on the applications of policies and procedures.
-Supports and collaborates with DOD, DHS or other security inter-agency partners on the developing and carrying out UAS related plans and procedures.
-Contributes to the formulation of recommendations to senior management positions on major projects/ policies/issues.
-Supports the preparation, review, and recommends approvals of major reports on projects, programs and other work activities for internal and external distribution.
-Develops briefings to convey strategic vision and/or organizational policies to internal and external audiences.
-Perform other duties related as assigned to the System Operations Security mission, to include participation in the directorate's response efforts to address natural disasters and crises.
Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-H or FG/GS-12) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
