Performs multiple, varying and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced technical specialist. Acts as principal technical specialist or as a project manager or team leader for large work activities. Provides support on the development of agency-wide policy, procedures and guidance regarding the interpretation of NEPA and NHPA.
Applies experience and comprehensive technical knowledge to AEE on complex environmental review issues before the agency and to FAA operational offices on the applicability of environmental review requirements to their programs and decisions, as well as an understanding of new technologies and methodologies, to solve complex problems and develop improved technical processes or systems.
Contacts are internal and external. Often represents FAA as a senior technical point of contact on projects, programs and other work activities. Communicates results to all levels internally (within an LOB/SO or across LOB's/SO's) and externally. May represent AEE in internal FAA meetings and in environmental matters requiring coordination with the DOT Office of the Secretary, the Advisory Council on Historic Preservation, State and Tribal Historic Preservation Offices, and in meetings with other public agencies.
Broad policies and objectives provide general guidance for addressing issues, but allow considerable discretion to develop new and innovative approaches. Draws on experience to solve unusual problems and may create new solutions and policy interpretations as the situation requires. Provides policy guidance and instruction to others, both internally and externally.
Assists in identifying and proposing policy and program initiatives to support efficient and effective compliance with environmental review requirements consistent with the FAA’s mission and with Executive Order 13807, Establishing Discipline and Accountability in the Environmental Review and Permitting Process for Infrastructure Projects. Identifies challenging environmental review issues that cross organizational boundaries within FAA and recommends training or guidance to address them.
Typical assignments may include: working directly with environmental protection specialists in FAA program offices to resolve environmental review issues associated with specific projects; coordinating with the Office of Chief Counsel and other FAA organizations to develop recommendations for more effective approaches to recurring environmental review delays and litigation; overseeing development of new environmental guidance in consultation with the Council on Environmental Quality and DOT/FAA offices; drafting and soliciting input on environmental policy documents; and special assignments on emerging issues.
Work is reviewed rarely, typically through status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project or other work activity.
To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
SPECIALIZED EXPERIENCE is defined as: Experience applying environmental laws and policy to specific projects and agency actions; developing or advising on environmental documentation; and providing briefings or other presentations to upper management on environmental issues.
