Conducts job function training programs and provides instruction for field personnel concerning the regulations, policies, and procedures applicable to the design, manufacturing, testing, and certification of aircraft.
Applies comprehensive knowledge of the aviation safety manufacturing specialization and a broad knowledge of Aircraft Certification Service’s (AIR) mission and goals to conduct job function training programs and provide instruction for field personnel concerning the regulations, policies, and procedures applicable to the design, manufacturing, testing, and certification of aircraft.
Develops and conducts courses of indoctrination for newly employed manufacturing inspectors in the standards and certification procedures related to the type certification, production certification, and airworthiness certification of new or substantially modified aircraft.
Develops and conducts advanced courses of professional training for aviation safety manufacturing inspectors of the Associated Administrations for Regulation and Certifications. Such courses include the standardization of knowledge and procedures used by professional manufacturing inspectors of the Federal Aviation Administrations, private industry, and military officials to certificate aircraft under the Federal Aviation Regulations.
Develops and conducts technical training courses in state-of-the art manufacturing processes and equipment to qualify FAA professionals for more complex activities and to keep them abreast of technological advances that could affect the certification of new or substantially modified aircraft.
Develops and conducts seminars and prepares course materials used to familiarize FAA personnel, private industry officials, and military representatives with the standards, procedures, and problems involved with certification and surveillance of manufacturers of aircraft and their associated aeronautical products.
Provides technical assistance to offices in the procurement of new training programs, supports special projects as assigned, and conduct technical training in support of AIR training programs involving manufacturing principles in applications such as nondestructive testing, accident investigations, compliance and enforcement, flight characteristics, aerodynamics, airframe modifications, corrosion, fatigue, vibration and flutter analysis, and aging aircraft concerns.
Participates in national conferences of FAA Certification officials, FAA National Resource Specialists, Washington aircraft certification officials, and appropriate leaders from private industry to discuss new developments, proposed changes in the Federal Aviation Regulations, new manufacturing procedures or processes, and controversial certification issues. Performs specialized staff functions and serves as technical advisor to management officials. Participates in special projects for Aircraft Certification Service, Flight Standard Service, Office of Training and Higher Education, and Office of Rulemaking when requested.
The incumbent maintains technical knowledge, furthers professional growth and maintains technical currency with technological advances through participation in current aircraft certification programs, performing field duty assignments, attending professional training courses, visiting new manufacturing facilities, and participation in international conferences, seminars and meetings where new technology are exhibited.
Performs assignments that involve providing leadership to others in applying and providing authoritative technical expertise. Serves as a course manager, principal technical specialist, or as a project manager. Works closely with the personnel responsible for course management and may be assigned as a project manager or as a team member. Conducts necessary meetings, prepares appropriate reports, and keeps management informed of status, problems, and future activities in support of such assignments.

Incumbent independently plans, designs, and carries out programs, projects, or other work. Interprets policy and provides guidance to lower level inspectors on difficult or complex policy interpretations. Follows established laws, orders, policies, and regulations that provide general guidance for completing work objectives, but is allowed considerable discretion to develop new or innovative approaches. Uses resourcefulness, initiative, and judgment based on experience to develop and implement evaluation procedures to address problems where precedents are not applicable.
Provides support to the management team in the preparation and administration of the budget; coordination of staff training and travel administration; program management and planning; workload scheduling; space utilization, resource management; security; property management – accountable items; reports and records as required. In addition, coordinates the use of resources, such as, rooms and supplies; work schedules; time and attendance, travel orders; tracks suspense items; Act as a team meeting facilitator; represents the team to management; coordinates the team’s customer relations efforts.
