Ensures that the Division Director is aware of issues arising which have the potential for external exposure. Applies experience and expert knowledge that are applicable to his or her discipline to innovative approaches. The incumbent is responsible for the overall employee relations function for assigned organizations. Ensures all actions are in compliance with all legal, regulatory, FAA policy and guidance and all associated negotiated agreements.
Assignments may include: Leads and supports a large project/program team. Establishes priorities for work assignments, provides instructions and/or on-the-job training on technical/administrative requirements, and provides performance feedback to Division Director. Provides expert guidance and instruction both internally and externally to address diverse, complex issues which often cross multiple projects, programs, and/or functional areas. Researches regulations, case law, and all other relevant material to provide expert advice to management and administrative staff. Discusses complaints with employees and takes the necessary measures to resolve problems and conflicts. Monitors the consistent application of functions assigned, ensuring that all legal and regulatory requirements are met. Identifies needs and takes appropriate action to ensure systemic problems are averted or resolved.
Contacts are internal and external. Often represents the major subdivision and LOB/SO as a principal point of contact to provide advice and guidance on the applications of ER HR policies and procedures. Formulates and recommends to senior management positions on major projects/policies/issues Prepares, reviews, and recommends approvals of major reports on projects, programs and other work activities for internal and external distribution. Develops briefings to convey strategic vision and/or organizational policies to internal and external audiences. Conducts special projects for the Division Director as assigned for specific functional program and/or problem areas.
Applies knowledge of FAA's policies and objectives to identify, define, and organize resources for large projects/programs/work activities, broad policies and objectives. Provides general guidance for addressing issues that often require the development of new approaches. Often asked to develop new policies, procedures, and approaches that take into consideration FAA policies, Government-wide rules, regulations, and external concerns.
Work typically is reviewed only at completion for success in achieving planned results. Has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and/or other work activities. The work activities impact directly on the objectives of one or more organizational units, major subdivisions, LOB's/SO's and impacts the objectives of the FAA.
Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-I or FG/GS-13) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
