This position resides within the Management Services Office, ANG-A, Financial Management Services Division, ANG-A4, Business Planning Branch, ANG-A44. NextGen is a comprehensive initiative that integrates new and existing technologies, policies and procedures to reduce delays, and save fuel and lower aircraft exhaust emissions to deliver a better air travel experience. NextGen is supported by executive-level processes for ensuring commitment, accountability, and timely delivery of system improvements.
The incumbent will manage the Business Planning Branch of the NextGen Organization; overseeing analysts responsible for developing, implementing and governing a performance management system for NextGen in accordance with industry standards to develop system concept diagrams, process maps, strategy frameworks mapping, and balance scorecard methodology.
Lead an integrated team of government and industry stakeholders through optimization studies to determine framework alternatives and gap analysis for current and future strategic planning framework. The incumbent will participate in strategic planning and communicating objectives in the development, administration and governance of ANG's performance management framework.
Will apply their experience and knowledge of system's thinking and performance management to establish a framework for development and implementation of ANG's Business Plan.
Will lead execution of business planning policy, procedures and guidance, and advising leadership in the formulation of a performance reporting framework. Develop project plans to improve the formulation and execution of the budget and providing direction, advice, training, and counsel to other organizational planners and program staff. Work with senior management to lead transformation of business plans into a management tool that is actively used by managers and employees in managing day-to-day operations and ensuring alignment with FAA and ANG priorities. Prepare executive briefings/correspondence and coordinate all planning activities related to the ANG Business Plan including regular evaluations, meetings, and reporting.

To qualify for this position at the K payband you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J or FG/GS-14. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
