WHAT DOES A HUMAN RESOURCES DEVELOPMENT SPECIALIST DO? As a Human Resources Development Specialist, you will serve in the course development or delivery group section at the National Criminal Investigation Training Academy (NCITA), which is a residential and nonresidential training facility for IRS Criminal Investigation's employees. You will be assigned to one of the Academy's subparts responsible for evaluating training needs; consulting with management about those needs; designing employee development and training programs for law enforcement and non-law enforcement employees in Criminal Investigation nationwide; and perform administrative, evaluative, or technical work.

GS-12 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: experience pertaining to the IRS mission, organizational structure, and functions and in-depth knowledge of the objectives, internal management policies, and functional responsibilities of CI in order to analyze and research CI initiatives and to be significantly involved in the development, modification, and delivery of training programs and courses for a specific category of CI employees (e.g. Investigative Analyst, Criminal Investigators, Tax Fraud Investigative Assistants, etc.). Experience in applying principles, methods, practices, and techniques of training and development in order to design, evaluate or revise training systems, materials, aids, and methods for a specific category of CI employees (e.g. Investigative Analyst, Criminal Investigators, Tax Fraud Investigative Assistants, etc.); and to identify management barriers and/or problems that adversely affect employee career growth opportunities. Experience using analytical and evaluative techniques to conduct studies, analyze findings and make recommendations on substantive operating programs. Experience researching evolving trends and developments in the employee development and training field and applying that knowledge where changing or new circumstances affect specific situations and require adjustments in methods to serve as a resource consultant to managers and employees. Experience using oral and written techniques to prepare reports, administer training, and provide guidance and assistance to all levels of managers and employees at the NCITA.

Experience applying basic principles and practices of the training and development in order to conduct training needs surveys and analyze the information and data obtained in order to recommend training needs (e.g. administrative support and assistance) Experience using communicative techniques in order to relay factual and procedural information clearly to employees. OR You may substitute education for specialized experience as follows 1 full year of progressively higher level graduate education leading to a graduate degree in a field of study such as: human resources, public administration, organizational psychology, or other administrative and management fields, such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR Superior Academic Achievement may be met by having a Bachelor’s degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in your major field of study or those courses in your major completed in the last two years of study, or rank in the upper one third of your class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.

Experience with analytical and evaluative techniques to conduct studies, analyze findings, and make recommendations. Experience using oral and written techniques to prepare reports and provide assistance to managers and employees at the NCITA. OR You may substitute education for specialized experience as follows: master's or equivalent graduate degree in a field of study such as: human resources, public administration, organizational psychology, or other administrative and management fields from an accredited college or university that demonstrated the knowledge, skills and abilities necessary to do the work.
