The employee performs multiple, varying and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced technical specialist. He/she acts as the principle specialist and team leader for NAS modernization efforts and to solve complex problems and develop improved technical processes or systems integration of external/internal requirements being levied on AJV-A4. Identifies potential issues and proposes recommendations for preventive action. Assures that activities are efficiently carried out and that program objectives are being effectively accomplished.
Applies experience and comprehensive technical knowledge of air navigation and operational information and the principles, techniques, methods, and regulations affecting navigation; as well as, an understanding of new technologies and methodologies, to solve complex problems and develop improved technical processes or systems. Performs project assignments and special studies many of which cross Aeronautical Information Services managerial and/or functional lines. Identifies problems and devises appropriate courses of action acceptable to Instrument Flight Procedures management officials, and assures effective follow-through within Aeronautical Information Services to accomplish desired improvements.
Uses qualitative and quantitative methods such as analysis, benchmarking, and process/project mapping to develop innovative methods that make NAS operations and airspace more efficient and cost effective. Analyzes technical data to facilitate studies involving the analysis of a process or programmatic need. Performs a variety of special and/or sensitive assignments involving research, analysis, development of written materials, and to facilitate substantive process/program redesign and procedural program issues and activities.
Has knowledge of FAA’s policies and objectives related to Performance Based Navigation (PBN) NAS, create strategies for AJV-A4, AJV-A, Mission Support Services (MSS) and the FAA to further integrate PBN into the NAS and retire conventional systems. Develops programmatic solutions involving AJV-A4 programs and apply those standards across the National Airspace System (NAS) and Instrument Flight Procedure Development programs. Maintains an overall awareness of the development and implementation of national initiatives while considering internal and external impacts.
Contacts are internal and external to the Instrument Flight Procedure Group and includes executive, senior managers and representatives throughout the ATO and FAA. Often represents FAA as a senior technical point of contact on projects, programs and other work activities. Communicates overall results to all levels internally and externally. Plays a lead role in drafting, reviewing, and editing reports or contractual documents for final approval prior to external distribution. Reviews and integrates technical reports developed by individual teams, provides advice and guidance to senior management. Presents briefings to obtain consensus/approval on policies. Coordinates significant technical matters with representatives of external organizations.
Work is reviewed rarely, typically though status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project or other work activity.

TO QUALIFY FOR THIS POSITION AT THE FV-J (GS/GS-14) LEVEL, you must demonstrate in your application that you possess at least one year of Specialized Experience equivalent to the next lower level FV-I (GS/FG-13). Specialized Experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
SPECIALIZED EXPERIENCE may include but is not limited to: Experience involved with collection, selection, analysis, evaluation, and preparation of reliable aeronautical information on navigation and related operations, including publications related to navigation.
