The Office of Design and Construction (ODC) provides national leadership in the design and delivery of public buildings. Our team supports GSA’s regional offices in new construction, major modernization, and other capital projects, from pre-planning through commissioning.
ODC supports regional projects by coordinating GSA policies, procedures, initiatives, and customer programs, and by sharing knowledge about the agency's best practices. The GS-14 salary range starts at $121,316.00 per year.
To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is experience assisting in the administration, direction and management of property management functions. Such experience must have prepared the applicant to lead a business line function and supervise associates in implementing the vision, mission and goals of an organization. Experience should include: assisting in the establishment of organizational structure and allocating workforce and financial allocations; formulating and executing property management business strategies; and evaluating property management programs in terms of operational procedures, work flow and overall effectiveness.

1. Knowledge of the business elements of projects and in effectively achieving agency mission and goals, using agency methodologies and best professional practices in budgeting and financial processes, while conforming in the laws, regulations and procedures relating to Federal projects.
2. Ability to manage projects impacted by multiple competing priorities and requirements and to successfully integrate these requirements to meet the goals and objectives outlined for development initiatives.
3. Ability to effectively manage project financial planning and analysis. Use of financial management knowledge, techniques, and innovation to achieve project results with on-budget, fiscal integrity.
4. Knowledge of business management, concepts, principles, and practices sufficient to permit the incumbent to serve as the manager of designated major projects from the preliminary identification stage through initiation, planning, execution and project closeout stages.
5. Ability to communicate both orally and in writing. Excellent communication skills to interpret and explain highly complex and technical information to a wide range of stakeholders. The use of computers for business and project management applications is required.
