WHAT DOES A MANAGEMENT AND PROGRAM ANALYST/PROGRAM ANALYST (AIMS/ERCS) DO? As a Management and Program Analyst/Program Analyst (AIMS/ERCS) you will advise managers and professional staff on information availability, data interpretation, and the applicability of various agency wide Management Information Systems (MIS), including the Audit Information Management System (AIMS), the Examination Returns Control System (ERCS), the Summary Examination Time Transmission System (SETTS), and the Midwest Automated Compliance System (MACS). In this role, you will coordinate the development of complex and integrated automated systems that are used to provide an accurate and timely inventory of taxpayer records, manage case assignments, and assess time and work distribution. You will also be required to work with management and other system users to determine information and data needed for operational activities and to ensure effective results.

GS-07 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: demonstrating experience using basic knowledge of the AIMS and ERCS program capabilities, procedures and requirements; Accomplishment working with basic computer equipment and information sources to identify and report routine hardware and software problems; Ability to interpret and research data requests in order to identify and define needs, report findings and make recommendations; and interpersonal and communication skills in order to coordinate work efforts and discuss significant findings.

You may substitute education for specialized experience as follows: 1 year of graduate level education at an accredited college or university in any field of study. OR
Superior Academic Achievement (SAA) may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last two years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.
GS-09 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: demonstrating experience using general knowledge of the AIMS and ERCS program capabilities, procedures and requirements; Accomplishment working with automated systems and programs, including their connectivity and integration to ERCS, examples may include: SETTS, MACS, ACIS and other automated systems; Accomplishment working with computer equipment to identify and report routine hardware and software problems. In addition, you should demonstrate skill and ability in applying basic fact-finding and analytical techniques to gather information and analyze reports to provide planning, inventory, and trend analysis information; Ability to interpret and implement regulations, procedures, guidelines, and data requests; and the ability to present data, conclusions and recommendations in a clear, concise and logical manner.
OR You may substitute education for specialized experience as follows: a Master’s or equivalent graduate degree in any field of study.
OR 2 full years of progressively higher level graduate education leading to any field of study.
