Serves as program manager for certification of rotorcraft pilots. Develops technical manuals, flight training handbooks, practical test standards, test items, and associated materials. Independently plans and organizes work activities and assigns resources to accomplish program objectives. Exercises a high level of technical expertise to assess airman knowledge certification procedures, implications of policy changes, new legislation, operational problems, and other significant technical issues under consideration.
Participates in the development of national airman certification program guidelines and standards that provide direction for the planning and accomplishment of essential airman certification program activities. Resolves areas of controversy by providing accurate interpretations of Federal Aviation Regulations (FARs), orders, advisory circulars, and handbooks. Work is considered technically authoritative.
Plans and conducts job analyses of airman activities; observes duties and responsibilities of practicing airmen; confers with industry leaders and evaluates industry operations, techniques, procedures, and standards for testing aeronautical knowledge and skill through associated instructional materials. Recommends development of new airman tests, test items, and associated materials based on analysis of applicant performance, degree of compromise, and recent developments in the aviation community. As necessary, recommends conformity to, or changes to aviation regulations, policies, and procedures to ensure compliance by the aviation public in the interest of certification and flight safety.
Projects long-term implication of policy, program, and regulatory decisions and provides this information to management officials accountable for meeting program goals. Maintains direct liaison with headquarter elements to ensure that new policies, procedures, and techniques are incorporated in the airman certification materials. Provides policy guidance and instruction on current airman certification standards and evaluation techniques to FAA segments and industry.
As a senior technical point of contact and expert in the assigned certification area, communicates and corresponds frequently with key officials of universities, colleges, FAA-approved schools, congressional offices, air carriers, and general aviation entities regarding the airman certification process. Frequently makes decisions that have a broad impact on operations of certificated airmen in general aviation and air carrier operations, both domestic and flag.
Some travel is required to support development of handbooks, practical test standards, and knowledge test question development to include attending or chairing stakeholder meetings.

SPECIALIZED EXPERIENCE: To qualify for this position you must demonstrate in your application that you possess at least one year (52 weeks) of specialized experience equivalent to the next lower level (FV-I, FG/GS-13). Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. SPECIALIZED EXPERIENCE may include but not limited to: providing Flight Standards organizations and industry with authoritative expert technical guidance and operational control ensuring compliance with applicable helicopter regulatory requirements; serves as National Rotorcraft-Helicopter Program Manager; investigates the safety and compliance of rotorcraft-helicopter operations; provides technical guidance on rotorcraft-helicopter policies, procedures, and regulations; reviews and evaluates training and certification programs; chairs joint FAA-industry meetings.
**Recency of specialized experience requirements (100 flight hours within the last 3 years) and the need for a valid second class medical certificate is waived for current and former FAA employees in the 1825 series (this covers internal placement actions including promotions, reassignments, voluntary changes to lower grades, transfers or reinstatements to same or lower grade that currently or previously held).
**A valid Medical Certificate is not required for this position.
