Serves as a recognized subject-matter expert in contract administration, and is a contracting officer representative with considerable latitude to take initiative, organize work flow, establish priorities and exercise professional judgment in overseeing AGC's contract administration activities, and the review and delegation of work to subordinate employees. Reports directly to the Deputy Director of the Administration Division (AGC-10).
Prepares and/or oversees the preparation and presentation of documents for pre-award review for the Deputy Director and Director, Administration Division to ensure existing policies and procedures are adhered to for monitoring contractor performance. Conducts reviews of resumes for compliance with labor category requirements and conducts inspections and/or acceptance deliverables. Develops statements of work (SOW) and prepares independent government cost estimates (IGCE) for a variety to contract goods and services.
Conducts reviews of invoices for accuracy and contract compliance. Ensures acceptance of invoices in PRISM and ensures payment timeliness and accuracy. Measures contractor performance against contract requirements. Analyzes contract data in order to foresee and mitigate risk. Develops and implements risk mitigation strategies; resolves contractual issues quickly, legally, and efficiently; and uses lessons learned in order to alleviate or minimize future risks and issues. Ensure maintenance of detailed contract documentation, such as: contract modifications; correspondence; inspections; invoices; memos; and any other relevant documentation.
Directs and oversees AGC IT services, small purchases, inventory control, space management, and Occupational Safety and Health Administration (OSHA) projects and programs.
Ensures deadlines are met and/or adjusted appropriately. Reviews status and work progression, and makes adjustments as needed. Instructs employees in specific tasks and techniques as necessary. Reports on progress, accomplishments, and challenges. Works mainly independently and has broad discretion to ensure alignment with organizational objectives and policies, but obtains assistance from higher-level management official on problems that arise or issues requiring decision-making.
Typically directs the work of subordinate employees for an organizational unit/team. Work usually includes a mixture of routine and complex projects and assignments based on the objectives of the LOB/SO. Duties typically affect employees in one organizational unit/project/program, and include: planning, communicating the organization's vision and objectives, setting priorities, assigning tasks and responsibilities, monitoring and evaluating performance, coaching and developing employee capabilities, approving leave, and taking, recommending, or approving corrective disciplinary actions, as appropriate.
Leads project/program teams, which includes: assigning workload; defining requirements; developing internal policies and procedures; predicting potential issues; and proposing or taking necessary actions, as appropriate. Answers team member questions, assists with team problem or concerns, and oversees team member work for quality and process compliance.
Provides guidance, instruction, and recommendations to address issues which may cross organizational boundaries. Requires extra flexibility and collaboration as part of a multi-functional virtual organization with staff nationwide. May report directly to the Director on certain issues.
Applies advanced knowledge of the technical aspects of the work directed, an advanced knowledge of budget, contracting, human resources, and/or other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision.

Summary of duties continuation:
Identifies, assesses, mitigates, and/or anticipates issues deriving from, or associated with, the multiple activities of the assigned Services Unit. Identifies and resolves routine problems or issues that may span multiple projects/programs and may involve/affect more than one Directorate, Line of Business, or Service Unit. Consults with higher-level management when existing guidelines are not available or applicable to complex problems. May be called upon to assist in the development of new policies and procedures.
Develops materials for internal management review and decision-making, including: charts/graphs, Power Point presentations, written responses, etc. Presents findings and recommendations relevant to program activities. Advises management on policy, program determination of approaches to assimilate new functions into existing programs, and actions needed to assure effective program management, evaluation, and control.
Contacts are primarily within the organizational unit/major subdivision with subordinates, peers, and higher-level managers to discuss the status of projects/programs and to share information. In some areas, may also have frequent contact with customers to explain policies, procedures, or for other project/program purposes. Cultivates positive relationships and professional partnerships with internal and external customers by maintaining open lines of communication, soliciting feedback, and by collaborating on problem resolution.
Individual and organizational performance is typically reviewed periodically by higher level management, often through status reports and organizational performance measures, to ensure timeliness, policy compliance, and alignment with project/program objectives.
