The incumbent is the recognized subject matter expert and consultant on Civil Rights (CR) and Equal Opportunity (EO), assuring full implementation of core EO regulations, principles, functions and procedures. The incumbent is responsible for applying the civil rights and equal opportunity laws, regulations and precedent decisions to eliminate illegal discrimination and to remove barriers to equal opportunity at airports.
Manages resources to accomplish objectives for the National External Operations Program and across multiple functions and/or disciplines. He/she defines budget and either reallocates resources among organizational units/projects/programs or acquires additional resources as needed. Leads and integrates the budget planning processes for all National External Operations Program units/projects/programs and projects both short-term and long-term future needs.
Applies a detailed knowledge of policies addressing the Americans with Disabilities Act (ADA), Disadvantaged Business Enterprises (DBE), Airport Concessions Disadvantaged Business Enterprises (ACDBE), Title VI, Environmental Justice (EJ), and Limited English Proficiency (LEP) at airports to develop and approve solutions to current and anticipated problems which cross organizational lines and disciplines. Also applies a thorough understanding of the principles of management and strategic planning, and the ability to integrate the work of multiple organizational units/projects/programs to accomplish mission objectives.
The incumbent provides supervision and direction to managers and employees in analyzing and resolving equal opportunity and civil rights problems through fact-finding, problem analysis, negotiations and voluntary compliance programs requiring judgment in applying equal opportunity principles and policies and providing overall service and support in the following areas:
- Oversight and compliance reviews of external activities in assigned program areas.
- Manage and process external Civil Rights inquiries.
- Consultation, technical assistance and oversight in the execution of pre-award reviews, post-award reviews and compliance assurance.
- Conduct and support external Civil Rights training and learning activities for airports sponsors.
- Investigate complaints, report findings and render decisions.
- Ensure external program participants comply with findings and settlement agreements.
- Prepare and analyze internal and external to ACR/FAA/DOT reports.
Managerial duties affect employees and managers in more than one organizational unit/project/program, and include: strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing staff and organizational capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions as appropriate.
Contacts are internal and external to the major subdivision. Internal contacts are with subordinates, peers, and higher level managers to discuss the status of projects/programs and to plan for the future. May represent the major subdivision, LOB/SO, and the FAA externally as a primary point of contact for policies/procedures or other program/project purposes. Has authority, within guidelines, to make commitments for the major subdivision and to establish new policies/procedures, and make exceptions.
Work is typically governed by established policies, procedures and mission objectives which leave considerable room for discretion. Provides guidance to subordinate managers and employees for preventing and resolving problems without the intervention of higher level management except where LOB/SO or FAA-wide interests are at stake.
To qualify for the position you must demonstrate that you possess at least one year specialized experience equivalent to the FV-J or FG/GS-14 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
