As a Psychologist, he/she applies expert technical knowledge of educational psychology and an understanding of new technologies and methodologies to perform critical tasks related to learning development. He/she applies experience developing new concepts, systems, or innovative approaches, including testing and measurement to enhance educational activities related to instructional design. He/she leads teams responsible for planning and implementing needs analysis studies to assess the leadership development needs of defined groups of managers within and across ATO Service Units and to design and develop technically complex, multi-faceted leadership development programs. This work affects the objectives of the ATO workforce and FAA.
As a technical expert, he/she applies expert knowledge of the psychological principles of learning and human development to lead the design and development of programs and learning events, to understand individual learning and inform the instructional process. As the ATO expert in assessment, including selecting assessment inventories and instruments, he/she uses skill designing and developing learning programs to advises senior leaders on the value of specific assessments in contributing to leadership development. He/she identifies best practices in both government and private industry and applies these practices as appropriate in the design of development programs and the selection of assessments and evaluation methods. He/she manage a complex portfolio of instructional design projects with multiple concurrent priorities and competing demands.
As the ATO expert in the assessment and evaluation of learning and development programs, he/she uses experience designing and developing evaluation strategies to determine the effectiveness of instructional development programs. He/she uses experience performing job task analysis to assess and develop instructional methods, techniques and competencies for ATO programs and course design. Provides expert guidance and instruction, both internally and externally, to address diverse, complex issues and to guide less experienced staff in the implementation of evaluation strategies. Provides technical oversight and on-the-job learning for less experienced staff in evaluation, assessment, and instructional design projects. Identifies best practices in both government and private industry. He/she works closely with senior leaders, subject matter experts, and internal staff in the design and development of programs.
He/ she uses skill identifying and evaluating the development needs of groups of employees to design and develop program curricula and to tailor programs and learning events to meet learner and organizational needs. He/she reviews program curricula and products and recommends changes to enhance learning and application. He/she applies experience and comprehensive technical knowledge of organizational, employee, and applicant assessment services to facilitate the identification and selection of high quality talent for the organization.
Contacts are internal and external including senior leadership, to plan development programs and learning events including learning objectives, content, and application exercises. He/she often represents FAA as the primary technical authority for major projects, programs and other work activities concerning career planning and development. He/she prepares, reviews, and may approve organizational reports or policies for internal and external distribution. He/she develops briefings to convey strategic vision or policies to internal and external audiences.
Broad policies and objectives provide general guidance for addressing issues but almost always require the development of new and innovative approaches. He/she often develops new policies, procedures, and approaches taking into consideration FAA policies, government-wide rules and regulations, and industry standards.
Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-J or FG/GS-14) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
SPECIALIZED EXPERIENCE:

Applicants must meet the qualification requirements for PSYCHOLOGIST: applicant must have successful completion of a full 4-year course of study in an accredited college or university leading to a Bachelor's degree or higher that included a major in Psychology or equivalent for all specializations except Clinical Psychology and Counseling Psychology.
