Identifies problems and devises strategic courses of action and assures effective follow-through within program responsibilities to accomplish desired results. Identifies and coordinates resolutions for a variety of related activities and programs.
Creates and maintains communication channels by interfacing with a wide range of key internal and external stakeholders and public interest groups. The incumbent must explain, advocate and express factual information and ideas persuasively to internal and external FAA stakeholders. Develops and maintains an expansive professional network with internal and external organizations that impact the work of the Service Center. Devises effective communication strategies that promote the value and achievements of Service Center and FAA programs and activities.
Performs a variety of special and/or sensitive assignments with limited oversight. Operates either independently or by organizing and leading small groups. Leads the development of analysis, written materials, and presentations on behalf of the Service Center Director that address substantive program or public interest issues and activities.
Applies knowledge of FAA policies and strategic objectives to identify, define and organize multiple work activities. Serves as the subject matter expert within assigned program areas. Provides advice, counsel or instruction to other team members on work matters within assigned program areas. Identifies issues and devises solutions for preventative and/or corrective action. Assures activities are efficiently carried out and that program objectives are effectively accomplished. Assures uniformity and consistency of program performance through adherence to national orders and policies.
Develops and presents briefings and reports for internal and external stakeholders. Provide subject matter expertise to the Director in presenting the FAA position at meetings and seminars.
The incumbent performs work independently. Addresses sensitive or controversial issues with tact and diplomacy in a manner that brings credit to the FAA. Work products are considered authoritative. Conclusions and recommendations are expected to be in full compliance with applicable policies and program objectives. The incumbent exercises wide discretion to develop new and innovative approaches.
Applicants must meet the minimum qualification requirements by the closing date of the announcement. To qualify for this position at the FV-J level, you must demonstrate in your application that you possess at least 52 weeks of specialized experience equivalent to FV-I or FG/GS-13 in the Federal Service.
Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Work experience should include: Experience building and delivering agency messaging that communicates policy positions and technical issues involving noise generation and mitigation initiatives. Minimum of 2 years’ experience performing strategic planning and development of national aviation operational and infrastructure programs to improve FAA’s national airspace system (NAS). A minimum of 2 years of experience in planning, development and coordination of large scale (up to 100 people), multi-day conferences or seminars dealing with specific technical topics related to aviation noise impacts on communities and involving multiple aviation stakeholders is preferred but not required. A bachelor’s degree or above and Project Management Professional (PMP) certification are highly desired.
