Works directly with federal law enforcement and intelligence agencies, concerning classified movement or support of aircraft in support of special operations and with the United States Secret Service (USSS) concerning the movement and security of the President of the United States and special security events identified by Presidential Decision Directive 62 (PDD-62).
Develops and implements procedures for all military traffic flow management programs. Develops, coordinates, monitors, and administers operational programs and procedures for executing sensitive/classified requirements. Coordinates, as necessary, the air traffic role in national defense joint operational planning for both classified and unclassified emergency war plans and training, to include counter-drug and counter-terrorist contingencies.
Provides oversight of agreements between FAA, the military and other federal agency entities to ensure operational consistency and compatibility. Serves as a senior advisor to the staff of the Commander. Advises the Commander of the availability and utilization of FAA facilities and equipment, as well as current air traffic control (ATC) procedures to effectively accomplish the mission in the areas of peacetime training, tactical operations, security incidents, threats of war, and actual wartime operations. Also advises the Commander on cooperation with the FAA for Defense Support to Civil Authorities related matters. Responsible for mitigating the impact of DOD operations and exercises on other airspace users.
In the course of the performance of duties, it is essential to maintain a close working relationship with the appropriate military personnel. Represent the FAA at meetings with commercial and general aviation representatives. May be required to conduct outreach to aviation organizations within their area of responsibility. The Senior Representative may deploy to support crisis operations and may be shifted between locations. Extensive travel may be required.
Has broad and comprehensive knowledge of the entire ATC system and its present and potential capacity to effectively fulfill the System Operations Security mission. Assists other liaisons in providing recommendations to ensure programs are compatible with FAA air traffic control plans, policies and procedures.
Routinely interfaces, and is present at the highest military/governmental level meetings and as such, must be able to interact with senior level Department of Defense (DOD) representatives (two/three star Generals).

Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-J or FG/GS-14) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
