As a Supervisory IT Specialist (Policy/Info Sec), you will:
1. Has primary responsibility for planning to meet current and long range Agency IT requirements. Analyze PSA strategic plans and proposed program or business processes to determine effect on IT operations. Work with PSA program offices to define requirements and to establish priorities. Ensure that IT goals and objectives support Agency plans. Assess alternatives in terms of cost/benefit, return on investment, compatibility with the Agency enterprise system, and recommend strategies and investments that advance PSA objectives.
2. Manage the system certification and accreditation process for all agency information systems. Oversee the development of policies, procedures, and plans to ensure information systems reliability and accessibility; and to prevent and defend against unauthorized access. Ensure that periodic reviews of information security policies, management instructions, system security plans, risk assessments, and evaluations are conducted and thoroughly documented. Coordinate periodic testing of systems contingency plans and disaster recovery plans, and oversee updates to these plans.
3. Supervise and lead cybersecurity and configuration management staff to perform the policy, configuration management, and cybersecurity work in support of the PSA's mission. The unit is composed of professional and technical IT staff performing complex processes that are critical to the mission. Assign workload tasks and establish schedules and deadlines; provide advice on work methods and problem solving; evaluate performance and address issues.
4. Manage assigned staff. Plan and assign work, delegate responsibility, and establish priorities. Administer leave policies and programs in affirmative action and equal employment opportunity. Counsel employees on performance and administrative issues; interview candidates for positions and recommend or take personnel actions. Establish performance standards and evaluate performance and overall effectiveness in meeting office and PSA goals and objectives. Provide developmental activities for staff. Identify means of improving the efficiency and effectiveness of the office.
5. Develop and manage the IT budget for PSA; develop budget data and justifications; recommend allocation of fiscal resources and manages expenditures. Maintain, analyze and provide information to demonstrate total costs of investments.
6. Prepare contract specifications and requests and perform pre-award technical functions for acquisition of products and services necessary for delivery of IT services. Serve as the Contract Officer's Representative (COR), monitoring contractor performance against established requirements. Consult with customers to identify and specify requirements, provide technical guidance on requirements, conduct technical reviews, and identify risks and mitigation plans.
7. Oversee software licensing, asset management and the procurement of information technology goods and services. Ensure that software licenses are distributed in accordance with what has been purchased, tracks usage, and works within the budget process to addresses additional requirements. Provide guidance in IT asset management to ensure accountability and determine replacement or upgrade cycles for changing IT needs. Identify changes in organization priorities and take action to implement/support those changes.
8. Is responsible for IT planning and evaluation efforts. Develop and apply methods to evaluate IT performance, including metrics and associated performance measurement tools. Analyzesresults and recommend new or revised technologies, approaches and strategies to improve IT operational efficiency, productivity and customer service.
