The Director of Business Application Services oversees a combination of staff and functions in support of the broader OCIO mission, to include:
- Information Technology Management. Manages all business-focused application projects throughout the development life cycle, including management of staff resources. Identifies ways to improve existing business-focused systems and transitions legacy systems onto platform technologies in accordance with the enterprise architecture strategic plan and DOL agency mission needs. Directs the coordination of all business-focused requirements gathering, development, and customer engagements. Reports on the use and performance of DOL’s business-focused application portfolio.
- Solution Architecture Management. Oversees all solution architecture for Business Applications services, including review of system designs submitted for conflicts, errors, and omissions, and ensure optimum compatibility with the target architecture. Directs staff in product evaluation, selection, and procurement for operational hardware and software. Oversees all business applications-related system provisioning, inspection, installation, integration, and testing. Manages support as needed to Operations as it relates to issues with operations of hardware, software, and services.
- System Development Life-Cycle Management (SDLCM). Provides strategic guidance and oversight over SDLCM process for all business applications-related projects, including defining the scope, timelines, deliverables, and resources needed to implement system development projects. Directs staff in evaluation, selection, and procurement of necessary external resources for internally or externally hosted solutions. Oversees change and configuration management board activities to provide subject matter expertise on SDLCM standards, practices, and limitations. Oversees all support for Client Engagement and Program Management Office in business-level requirements gathering by ensuring that requirements collected and defined by stakeholders and business analysts can be translated into implementable system-level requirements.
- Software Development Management. Oversees all software development activities for business applications-related projects, including source code development and unit-test code to ensure its quality and integrity. Provides oversight over all functional test scripts development. Ensures compliance of document code according to accepted engineering standards as defined by Application & Platform Governance & Standards. Oversees maintenance and storage of all development versions and revisions of code (or work products). Manages staff in the transition the “golden standard” code to the Definitive Media Library and assist with ensuring that it is catalogued correctly.
- Security Management. Oversees development of all security contingency and mitigation plans related to system development and deployment, and ensure their execution. Manages staff who perform advocacy of the security best practices for agency system development and serve as a development security center of excellence DOL-wide. Ensures that any incidents and anomalies detected to the Cybersecurity Division immediately upon discovery.
You must have one year of specialized experience at a level close to the work of this job (typically equivalent to the GS-15 level) that has given you the particular subject-matter knowledge, skills, and abilities required to successfully perform. Typically, we would find this experience in work within the field or a field that is closely related. You must demonstrate possession of specialized experience in the described duties. In addition, all applicants must provide proof that they have completed required course work necessary to serve in the federal Information Technology (IT) occupation as defined by the Office of Personnel Management's (OPM) qualifications requirements.

4. Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.
5. Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
MANDATORY TECHNICAL REQUIREMENTS: In addition to the ECQs above, qualified applicants must possess the following four (4) technical qualifications which represent the experience required to perform the duties of this position. Proficiency in these technical qualifications MUST be clearly evident in your application. MTQs include:
1. Demonstrated knowledge of and experience in effective utilization of Systems Development Life Cycle Management or similar methodology for managing an organization’s software applications, IT service delivery programs, systems engineering and IT architecture development.
2. Executive experience managing business-focused application projects throughout the development life cycle and coordination of all business-focused requirements.
3. Demonstrated knowledge of and experience in overseeing solution architecture for Business Applications services, including review of system designs submitted for conflicts, errors, and omissions, and ensure optimum compatibility with the target architecture.
4. Experience as a supervisor and manager, including employee and project performance management and measurement, process improvement plans to assist in reaching goals and objectives, employee engagement and morale, and contractor oversight.
