Directs the work of subordinate employees and manages by providing management and oversight of maintenance programs to include, planning, development, design, implementation operations, and execution of maintenance systems, including the administration of all FAA related and other applicable contract sources. Responsible for regulatory compliance in all areas of maintenance and engineering to include compliance with 14 CFR Parts 23, 25, 43, 65, 91, 135, 145. Implements and executes Memorandums of Understanding, contracts, etc., related to FAA-owned and exclusive-use leased aircraft.
Directs, coordinates and implements policies, standards, procedures, and technical approaches for maintaining maintenance and engineering programs. Determines requirements and associated with overall aircraft/avionics maintenance, the airworthiness of aircraft assigned to or serviced by Flight Program Operations, and for providing day-to-day direction and supervision of employees assigned to or detailed to the Maintenance Support Group.
Managerial duties typically affect managers and employees for more than one organizational nit/project/program, and include: strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate.
Applies a detailed knowledge of NAS equipment, systems, processes and procedures to lead technical teams, which develop automated flight inspection systems, ensure that regulatory requirements and controls support the Flight Program Operations core business. The result of the incumbent’s decisions is generally accepted and the soundness of the decision significantly influences the direction and effectiveness of the FAA Flight Program.
Defines and acquires staffing and funding resources to meet business requirements in support of the Flight Program Operations organization. Plans for and provides annual training acquired by all users of the maintenance system and process. Prepares, defends, and monitors all budgets related to the support of maintenance program.
Applies a thorough understanding of the principles of management and strategic planning to integrate the work of multiple line stations into a single all-inclusive plan to determine budgetary and staffing requirements, administer policies and procedures, and develop comprehensive strategies to accomplish the objectives of Flight Program Operation.
Contacts are routinely internal and external to the major subdivision. Internal contacts are with subordinates, peers, and higher level management to discuss the statuses and results of projects/programs and plan for the future. May represent the major subdivision, LOB/SO, or the FAA externally as a primary point of contact for policies/ procedures or other project/program purposes. Has the authority, within guidelines, to make commitments for the major subdivision, to establish new policies/procedures, and to make exceptions.
Work is typically governed by established policies, procedures and mission objectives which leave considerable room for discretion. Provides guidance to subordinate managers and employees for preventing and resolving problems without the intervention of higher level management except where LOB/SO or FAA-wide interests are at stake.

SPECIALIZED EXPERIENCE: To qualify for this position at the FV-K (or GS/FG-15) level, applicants must have at least 52 weeks of Specialized Experience equivalent to the (FV-J or GS/FG-14) level in the Federal Service that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Specialized Experience may include but not limited to: directing and coordinating resources to provide maintenance on highly modified aviation platforms, experience in oversight of an aircraft/avionics maintenance program in accordance with established standards, federal aviation regulations, policies, practices and procedures; and/or experience leading maintenance technicians in achieving goals and objectives in a certificated flight program environment.

Selective Placement Factor: This position requires an FAA Airframe & Powerplant Certificate. The A&P Certificate must be uploaded to your application for referral.
