Reporting to the Assistant Administrator and Deputy Assistant Administrator for the Office of Next Generation Air Transportation System, the incumbent will serve as the Director, Management Services for the Office of Management Services responsible for providing procurement, employee services, financial services and business planning in support of the implementation of NextGen initiatives and activities.
The Office of Management Services supports the mission of NextGen and is responsible for overseeing
NextGen progress through the provision and management of more than $7 billion vendor contracts for
engineering resources, through the administration of budget and business planning processes.
Service areas include, but are not limited to:
Center for Advanced Aviation System Development (CAASD): A Federally Funded Research and Development Center (FFRDC), operating under a Memorandum of Agreement with the MITRE Corporation to conduct a continuing program of research, development, system architecture, and high-level system engineering to meet FAA's long-term NAS requirements.
Systems Engineering 2020/2025 (SE2020/2025): A portfolio of contracts providing agency-wide professional and technical support services for research, analysis, systems engineering, and integration for the Next Generation Air Transportation System (NextGen) and non-NextGen initiatives. They include contracts in: Research and Mission Analysis, and Systems Engineering (SE). Through these contracts, vendors and their teams provide access to Research, Systems Engineering, Investment and Business Case Analysis, Planning, Forecasting and Business/Financial/Information Management & Technical Support Services.
Centers of Excellence: Partnerships with seven teams of institutions of higher education to establish and operate regional centers of air transportation excellence to conduct aviation related research in areas such as advanced materials, and general aviation.
All budget and financial management matters relating to maintaining the NextGen investment portfolio across fiscal years, appropriations, and lines of business, as well as, other contract and fiscal matter for the Office of NextGen.
Supervisory/managerial duties include: Establishing Directorate-level goals and the evaluation of key
technical activities.
Providing timely data, analyses, plans, justifications, and reports to FAA Finance, OST, Congress,
GAO, and 0MB for the NextGen budget to promote cost efficient financial management.
Ensuring all Ensuring all MITRE/CAASD’, SE2020/2025, Center of Excellence and NextGen contracts are administered and tracked.
Ensuring NextGen organization adherence to the budget process as well as financial budgeting and
tracking for NextGen programs agency wide.
Establishing and implementing business plans and processes for strategic goals and core business
activities of the NextGen organization in accordance with agency and departmental policy.
Establishing and implementing processes to provide the NextGen organization with competent,
well-trained, efficient and effective workforce.
Providing special reports, projects, and presentations for NextGen organization leadership.
The Director ensures that the Assistant Administrator and Deputy Assistant Administrator for NextGen are
apprised of the overall budget position of NextGen and enhances the leadership and mission of the NextGen
Organization by supporting staffing, succession planning, and technical training plans and requirements.
To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-K, FG/GS-15 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Specialized experience may include but is not limited to: Experience leading a diverse technical and professional organization using concepts and principles of acquisition management, systems engineering, financial and business planning to support a large scale, multi-layered aviation organization.
