Performs multiple and varying assignments under the limited direction of a manager, project/program manager, team leader, or more experienced professional. Acts as an individual contributor and/or member of a team and may perform some leadership functions for small projects/programs or other work activities.
Applies experience and advanced knowledge applicable to EEO guidelines and principles to plan and accomplish assignments. Assignments may require knowledge and experience working across functional and/or organizational lines. Works under the direction of the Team Lead and Director NEOP, with occasional oversight by the Team Lead and Director NEOP. Typical assignments may include:
• Coordinates and develops the FAA’s DBE and ACDBE compliance programs.
• Promotes, directs, manages, and monitors a variety of programs regarding compliance and technical assistance to external customers and other FAA regional staff.
• Provides advice and assistance concerning the FAA DBE/ACDBE Compliance Program and Airport compliance with implementing regulations for recipients receiving federal financial assistance.
• Works within the mission of the Office of Civil Rights and within the general framework of policy defined by the Office of the Secretary of Transportation, Director NEOP, Team Lead, pertinent laws, and regulations.
• Serves as a consultant on DBE and ACDBE program compliance by administering diverse policies, procedures, authorities, and management and professional approaches that exist among the various Federal, State and local agencies, and industry.
• Ensures the full implementation of core DBE and ACDBE functions, programs, policies, and procedures, through the exercise of authority from the Director NEOP and Team Lead.
• Provides technical assistance, which may be through briefings and training, to program stakeholders.
• As applicable, resolves problems, work issues, and designs and recommends solutions to complex problems.
Established policies/procedures provide guidance for most assignments, but allow considerable discretion for employee to select the most appropriate approach(es) or recommend new approaches.
The supervisor assists the employee with unusual situations which do not have clear precedents. Work is reviewed periodically, typically at major milestones and at completion, for policy compliance and alignment with the requirements of projects and/or other work activities. Work activities typically support activities of the organizational unit and may affect project/program objectives of the major subdivision and the LOB/SO. The work affects internal and external customers.
To qualify for this position at the FV-G, FG/GS-10/11 level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-F or FG/GS 5-9 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes: coordinating the application of 49 CFR Parts 23 and 26 in an oversight environment, experience coordinating and conducting DBE and ACDBE related compliance reviews of a Federal financial recipients, experience coordinating and conducting investigations and conciliations of allegations of discrimination and/or non-compliance with Federal regulations and statutes and making recommendations for voluntary compliance.
To qualify for this position at the FV-H, FG/GS-12 level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G or FG/GS-10/11 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes: independently coordinating the application of 49 CFR Parts 23 and 26 in an oversight environment, experience independently coordinating and conducting DBE and ACDBE related compliance reviews of a Federal financial recipients, experience independently coordinating and conducting investigations and conciliations of allegations of discrimination and/or non-compliance with Federal regulations and statutes and making recommendations for voluntary compliance.
