The Director of the Enterprise Services Center (ESC) sets the corporate priorities and manages fiscal and human resources needed for organizational success and is responsible for delivery of high-quality, cost-effective products and services to multiple Federal Agencies and operating entities, including enterprise financial systems, accounting operations, information systems security, and information technology solutions.. The ESC is designated by the Office of Management and Budget as a Financial Management Center of Excellence, a Shared Services Provider, and as an Information Systems Security Line of Business Shared Service Provider. The Director administers a budget of approximately $1.6M annually in the execution of duties through a team of approximately 300 Federal employees and 300 contractors in a variety of professional and administrative disciplines.
Specific responsibilities include:
Oversees the delivery of information technology solutions in the areas of state-of-the-art software engineering, applications development, systems hosting, centralized help desk services, office automation and networking services, and telecommunications, media and printing services for Department of Transportation (DOT), and other Federal Government agencies.
Delivers information systems security services for risk management providing independent and operational security services to assist clients in achieving Federal Information Security Management Act compliance and conducts third party assessments under the Federal Risk and Authorization Management Program.
Develops, implements, integrates, and validates information management applications related to accounting, acquisition, cost, inventory, payroll, logistics, budget, and related systems for the FAA, DOT, and other Federal Government agencies.
Delivers turn-key financial operations services to FAA, DOT, and other Federal Government agencies, including accounts payable, accounts receivable and other general accounting, financial statements and reporting, asset management and inventory, and payroll operations.
Meets customer service level agreements, following the Franchise Fund Operating Principles, addressing the goals of the Financial Management Center of Excellence as identified by the Office of Management and Budget, and aligning with the Aeronautical Center, the Federal Aviation Administration, and the Department of Transportation's operational objectives.
Develops and maintains a pricing methodology to ensure full cost recovery and pricing that delivers best value to the customer in a fee-for-service basis in a franchise fund environment and optimizes internal ESC business operations through applied business acumen, continuous process improvement, and the innovative application of technology to maximize value to customers and reduce costs.
Evolves the ESC forward as a Center of Excellence for the Federal government and develops customer service standards, organizational mission and goals, governance models covering all stakeholders, i.e., FAA, DOT and client organizations.
As a basic requirement for entry into the FAA Executive System, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Leadership and Technical Requirements listed below.
