You must demonstrate at least one (1) year of the defined specialized experience equivalent to the next lower grade level and meet the Office of Personnel Management (OPM) Individual Occupational Requirements (IOR).
GS-14: You qualify for the GS-14 level (starting salary $121,316) if you possess one year of specialized experience at the GS-13 level performing duties such as: designing, developing and maintaining workforce models; developing specifically tailored statistical tools to support workforce planning and analysis; designing, planning and executing employee surveys and determining appropriate methods for data collection, verification, adjustment and weighing of data, and establishing and applying methods for evaluation of the accuracy of results; conducting the full range of quantitatively oriented studies; presenting recommendations orally and in writing to management and operating officials; and utilizing automated systems/databases to support analysis.

Time-in-Grade: Retired Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service.
