Establishes program and research goals for the Director of OAMB and DAS for inclusion in VETS’ visionary documents, operating plan, learning agenda, and budget. Designs and carries out research projects that contribute to the VETS’s mission and culminate in papers and presentations to provide advice and guidance to VETS management. Conducts numerous complex and high-priority special research assignments involving extensive analysis, fact-finding and program improvements on a variety of high-level subjects of critical importance of the VETS. Works closely with subject matter experts throughout DOL to capture and codify changes to higher-level guidance that should be incorporated in policies for which the VETS is the proponent or has responsibility.
Manages an effective and timely research process with attention to increasing the size and quality of the reviewer pools and ensuring participation of diverse groups, including women, minorities, and disabled veterans.
Designs and conducts research, including the literature review of published research related to VETS’ programs and priorities, plans long-range studies and analysis related to VETS’ programs, coordinates with research organizations to understand alignment with VETS’ purposes.
Serves as a subject matter expert and senior consultant on approaches to assessing and measuring the effectiveness of VETS programs, delivery models, and funding mechanisms in order to provide advice, recommendations, and guidance to senior management and internal and external stakeholders in the Federal, public, and private sectors. Provides professional leadership and guidance to the office as well as to VETS senior staff in planning, developing, and carrying out a broad array of research, evaluation, and dissemination assignments.
Ensures policies and publications are current and vision and efforts are synchronized across all offices and supported agencies, conducts reviews and analysis that focus on emerging issues of direct and substantial, interpret results, prepare comprehensive reports and provides findings to management
Contributes ideas for improving the quality of policies and VETS’ performance of its mission. Develops policies and plans for strengthening research and education programs. Provides information to the community on how VETS is pursuing its mission, and gathers data and impressions from the community on the effectiveness of VETS’ performance of its mission.
Advises and assists in the development of short- and long-range plans and in establishing goals and objectives for research programs. Plans the budget for research programs and consider past, present, and future fiscal years. Allocates resources within that budget, distributes resources among programs, and manage post-award evaluation.
Serves as an advisor or consultant on the administration and analysis of statistical surveys, data collection plans, and evaluation of VETS programs.
Reviews and analyzes VETS data systems to ensure veterans are represented in a statistically reliable manner.

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service.
Specialized Experience: Research, analytical, and technical writing skills that demonstrate the ability to perform extensive inquiry into a variety of significant issues, as well as the skills to make recommendations and decisions based on findings. Ability to organize, implement, and manage an externally-reviewed, proposal-driven programs, allocating resources to meet a spectrum of program goals. Strong communication skills and demonstrated ability to interact effectively and productively with peers, co-workers, and management at all levels of an agency; members of the community; related organizations; other federal agencies; and international programs to effectively present, advocate, and advance program policies, plans, and goals.
