As a Supervisory Contract Specialist, you will provide first-line supervision and direction to a Team of Contracting Officers and Contract Specialists performing all pre- and post-award functions required to execute federal government contracts in support of GSA PBS R1 operations.
Location of position: PBS, Acquisition Division, Repair and Alterations Team in the Operations Branch (1PQB), Boston MA

The GS-13 salary range starts at $105,365 per year.
You must meet the requirements in 1, 2, or 3 below:
Specialized experience is one year of experience equivalent to the GS-12 in the Federal service. Specialized experience is progressively responsible experience in performing the full range of pre-award and/or post-award activities utilizing various types of contracts such as fixed price, various cost types, requirements, performance based and multiple award schedules and evidence of professional potential, business acumen, and drive for results, relationship building, and self-motivation in order to procure a variety of complex or specialized products and/or services; OR experience requiring a sufficient knowledge of contracting regulations, policies, and procedures and an organization’s program and technical requirements in order to conduct reviews of contracts or contracting actions, recommend or plan improvements to an organization’s procurement program.

Knowledge of contracting policies, practices and procedures
Expert knowledge of federal and agency procurement laws, regulations, and directives.
Expert knowledge of diverse contracting methods and requirements in order to handle complex and cutting edge procurements, implement innovative out of the box approaches to addressing requirements, and foresee and address risk.
Expert skill in developing a variety of complex contracting documents, including planning documents, solicitations, modifications, protests, terminations, etc.
Expert knowledge of contract negotiation techniques to negotiate complex contracts and modifications.
Expert knowledge of source selection procedures and related policies/regulations. Ability to evaluate and analyze complex information, determine technical objectives, and prioritize the importance of competing interests in order to develop recommendations and make well-informed, effective, and timely decisions
Ability to communicate both orally and in writing to all levels both internally and externally.
Ability to supervise a group of professional and technical staff engaged in all phases of the procurement process to meet the needs of the agency and client customers
Ability to plan, direct, analyze and coordinate all the contractual action assignments within the team assigned.
