WHAT DOES A COURT WITNESS COORDINATOR DO? The Court Witness Coordinator (CWC) serves as the representative for the Commissioner of the Internal Revenue Service (IRS) in the Commissioner's role as custodian of records. In this capacity, the CWC travels extensively across the country to prepare, perfect, certify, and be sworn in under oath to present evidence and testify, in the form prescribed by law, as an expert witness to the authenticity of IRS documents for use in judicial processes and proceedings. To accomplish this, the CWC utilizes knowledge and experience gained about IRS tax law, policies, guidelines; and about other campus/IRS' organizations' functions, activities, systems, and programs, and their impact on the processing of IRS tax returns and documents. CWCs also use this knowledge and experience to provide information and advice to management and external stakeholders; to obtain documents; to assist in pre-trial preparations, proceedings and trials; and to testify to all matters within the scope of the Commissioner's custodial responsibility.

You must meet the following requirements by the closing date of this announcement:
GS-11 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-10 grade level in the Federal service. Specialized experience for this position includes experience working with of the paper and electronic processing of Federal income tax returns, including ability to identify sources of these documents for pre-trial preparation. Experience working with Federal income tax laws, forms, notices, IRS policies/procedures, and how to research information from these and the Internal Revenue Manual (IRM) in preparation for a trial. Experience working with and researching the Integrated Data Retrieval System (IDRS) and with numerous IDRS transaction/command codes. Experience verbally communicating with various internal and external audiences and conducting effective exchanges in aggressive and/or hostile situations, including testifying in judicial proceedings. Experience explaining technical information to audiences that have some familiarity with the information shared. Experience managing changing workloads to meet changing and/or short deadlines. Experience reviewing written documents, identifying missing information, interpreting the information and perfecting those documents for evidence and/or trial. Experience in the proper techniques used in giving testimony in criminal and civil trials and general knowledge of the legal theories used to discredit the tax system sufficient to be able to prepare refutations and determine which organizational component can provide the most credible witness.
You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work. OR 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work. OR LL.M., if related.
-The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
