TECHNICAL QUALIFICATIONS (TQs)
The TQs for this position are:
Experience planning and directing performance audit engagements in accordance with Generally Accepted Government Auditing Standards (GAGAS) to assess stewardship, performance, or cost of government policies, programs, or operations.
EXAMPLES
Planning: Determining engagement objectives, scope, and methodology; establishing criteria to evaluate matters subject to audit; or coordinating the work of the other audit organizations. This definition excludes auditors whose role is limited to gathering information used in planning the engagement.
Directing: Supervising the efforts of others who are involved in accomplishing the objectives of the engagement or reviewing engagement work to determine whether those objectives have been accomplished.
Experience applying at least 2 of these technical areas related to evaluating effective management of government acquisitions and operations and/or protection of federal systems and information:
-IT Management and Operations: Assessing government efforts to implement FITARA and key IT initiatives (e.g., IT budgeting, CIO authorities, Cloud computing, Portfolio management, Data center optimization, Software licenses, and Telecommunications); and evaluating progress in developing the IT workforce.
-Systems Acquisition and Development: Evaluating agencies’ effectiveness in carrying out systems’ acquisition, integration, and testing (e.g., Top federal IT acquisitions & legacy systems, financial systems, health IT, grants modernization); and developing guidance and assessing IT best practices.
-IT Project Management: Assessing agencies’ effectiveness in developing reliable IT program cost and schedule estimates.
-Information Management: Reviewing the government’s effectiveness in collecting, storing, preserving, and disseminating federal records in light of evolving methods of communication and increasing use of social media.
-Cybersecurity: Evaluating federal efforts to develop and implement a comprehensive strategy for national cybersecurity and global cyberspace; determining the effectiveness of the leadership structure and oversight mechanisms within the executive branch for supporting the protection of the nation from cyber threats; evaluating federal efforts to mitigate global supply chain cybersecurity risks to federal agencies and the nation; assessing efforts to ensure the security of emerging technologies; assessing the effectiveness of federal information security/cybersecurity programs; and evaluating efforts to improve and enhance the federal response to cyber incidents.
