This position is located in the Human Capital Management Office (HCMO), Federal Trade Commission (FTC). The incumbent also assists in the reviews, evaluations and promotion of policies and guidance on agency-wide training and development programs and services. If you are selected for this position, you will perform the following duties:

GS-11 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: A wide range of human resources development (HRD) concepts, practices, laws, regulations, policies, and precedents to provide comprehensive HRD management advisory and technical services on substantive organizational functions and work practices relating to learning and employee development; Knowledge of and skill in applying practices and techniques of education, adult learning theory, performance consulting, change management, and employee development to assess, define, and meet organizational learning needs. Your experience must also demonstrate comprehensive knowledge of instructional design principles and the processes used in designing and delivering learning products to improve employee performance, increase employee satisfaction, and facilitate management involvement in employee development; Knowledge of and skill in analytical methods and diagnostic techniques to identify, evaluate, and recommend to management HRD and non-HRD interventions to resolve complex interrelated HR problems and issues. In addition, your experience must demonstrate knowledge of negotiation methods and conflict resolution techniques to collaborate in a team environment, negotiate agreements, and resolve conflicts; Experience using knowledge of oral communication techniques to deliver briefings and help others to understand and accept findings and recommendations and negotiate solutions and written communication techniques to prepare project papers, briefings, and training material.
