You will:
- Provide scientific advice and guidance to Agency leadership and staff on emerging techniques, technologies, concepts, and design principles of scientific models/tools.
- Lead technical staff in planning, design, testing, and development of new scientific tools and applications;
- Prepare memoranda, reports, and user guides/manuals to support the development, review, and release of mobile source emission models;
- Prepare and present briefings of technical and scientific methods and advanced modeling options to internal and external stakeholders.
You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.

In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-14 level, you need to have at least one year of full time experience at the GS-13 level defined as applying scientific principles, practices, and techniques supporting the development of regulations to reduce air pollution; applying modern scientific concepts and architectural design principles to anticipate, identify, and evaluate mobile source emission modeling tools.
Your answers to the online assessment will be used to evaluate your competencies in the following areas: 1) Ability to provide scientific advice to senior colleagues and Agency officials; 2) Ability to evaluate technical and scientific methods and advanced modeling options; 3) Skill in applying scientific techniques and technologies to develop new and existing mobile source emission models; 4) Skill in project management; 5) Skill in written communication; 6) Skill in Oral communication; 7) Skill in identifying and developing relationships with internal and external stakeholders.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You need a degree or combination of education and experience as described below to qualify for this position.
You must have a bachelor's degree from an accredited or pre-accredited college or university in one of the following: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics; OR a combination of education and experience with education equivalent to one of the majors listed that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Position has portable work and selectee may be authorized to telework after meeting eligibility requirements if approved by the supervisor/manager.
