WHAT IS THE WAGE AND INVESTMENT DIVISION? The Wage & Investment Division (W&I) serves about 122 million taxpayers who file upwards of 94 million returns each year. Key W&I objectives are to provide high-quality taxpayer assistance, and to enable taxpayers to transact and communicate electronically to file their returns, make payments and receive assistance. W&I partners with private organizations to provide assistance to such disadvantaged groups as elderly and low-income taxpayers.
WHAT DOES WHAT DOES A QUALITY ASSURANCE SPECIALIST (BLACK BELT) DO? The Quality Assurance Specialist (Black Belt) applies Lean Six Sigma (LSS) methodologies to streamline and improve business processes across the IRS. The incumbent is responsible for the correct application of LSS methodology to lead project teams in achieving the expected results within the project timeframe. The Specialist works closely with the business subject matter experts, embedded quality staffs, managers, and executives at all levels to identify and successfully implement process improvements within the organization. Specialists have the opportunity to work on challenging and diverse projects that impact business performance and quality of service to American Taxpayers.

You must meet the following requirements by the closing date of this announcement:
GS-14 LEVEL: You must have 1 year of experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: expert knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Specialized experience is such that demonstrates expert mastery of the Lean Six Sigma body of knowledge requiring a Black Belt certification from an organization, consulting agency, or accredited University. Expert knowledge of quality concepts, strategic quality emphasis, principles, methodologies and practices to provide expert Lean Six Sigma advice and policy implementation. Expert and mastery of independently designing, organizing, and carrying out major improvement projects that cross organizational boundaries, as well as provide deep subject matter expertise for Lean Six Sigma tools, techniques, and best practices for application to specific project issues. Lean Six Sigma technical expert (black belt) to consultant and advise management on business process improvements. Certification as a Black Belt to demonstrate expert knowledge in the facets of project management techniques required within the Lean Six Sigma framework, as well as the Lean Six Sigma project lifecycle.
