Serves as Contracting Officer’s Representative (COR) on multiple contracts, including a broad range of consulting and other large-scale contracts. Supports all phases of procurement, from initial requirements through procurement, contract administration and closeout. Coordinates with designated representatives and offices on data management issues.
Assists in interpreting technical requirements; identifies acquisition strategy; develops statements of work; generates government cost estimates; negotiates cost or price of technical requirements; monitors contractor performance; reviews and accepts services, supplies, and equipment; reviews and reconciles invoices; and recommends payments.
Prepares a variety of complex and specific contract/procurement documentation, including but not limited to the following: statements of objectives (SOO), statements of work (SOW), requests for proposal (RFP), lead source selection, contract modifications, exercising options, and yearly period of performance renewal and SOW requirements generation.
Develops and maintains schedules and cost estimates for professional and technical services projects, contracts and task-orders. Creates cash flow projections, phasing and scheduling alternatives based on various scenarios and assumptions regarding the timing of available funds.
Monitors the contractor's progress in fulfilling the technical requirements specified in the contract, ensuring that all required documentation and data are submitted in accordance with the procurement deliverable schedule, and establishes close relationships with the FAA's Contracting Officer.
Monitors contractor performance against the purpose and scope of contracts for complex IT systems to include: maintaining government endorsed COR certification, presenting briefs on the contractor’s performance, ensuring contract guidelines are being followed, making personnel recommendations should the work require additional contractors not described in the contract, and following up with government program leads to elicit feedback on contractor performance.
Applicants must demonstrate at least one year (52 weeks) of SPECIALIZED experience equivalent to at least the next lower grade level (FV-I or FG/GS-13) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
SPECIALIZED EXPERIENCE is defined as:
experience in using computer based tools (including spreadsheet and database software) to develop financial and business analysis, prepare reports, correspondence, presentations, and procurement documents for both technical and non-technical audiences.
experience in applying procurement life-cycle methodology and processes for large-scale acquisitions of professional and technical services.
experience in implementing Contracting Officer Representative (COR) best practices in accordance with the standards established by the Federal Acquisition Institute with the ability to apply project management skills for professional and technical service contracts.
