Duties include, but are not limited to:
The Director of Financial Operations will serve as the expert advisor for the financial operations division and provide leadership to managers and employees within the division. The Director will provide policy clarification, coordinate work, delegate responsibilities and perform a variety of tasks directly. This position requires exercising sound judgment, creativity, initiative, good communication and interpersonal skills, as well as knowledge of federal accounting standards to effectively address and solve complex situations.
The director provides central accounting and financial management services to USAGM; ensures accurate and timely financial reporting and produces auditable financial statements; plans and manages the design, establishment, maintenance and operations of the comprehensive financial and control systems/processes encompassing activities related to payments, billings and collections, payroll, travel, financial reporting, general accounting, audit and compliance, as well as interfaces to and from agency systems. Responsible for internal controls and risk profile guidance including procedures and systems of internal controls and fraud management designed to safeguard agency assets and resources from waste, loss, unauthorized use and all aspects of the implementation of the Federal Financial Management Improvement Act (FFMIA), Federal Managers' Financial Integrity Act (FMFIA).
Analyzes payment integrity or internal control and fraud risk management issues affecting the agency, including data analyses in the management of payments, payment integrity, and financial reporting.
Interprets policy and provides direction for implementation for financial, accounting and auditing which is applicable to the agency.
Works in collaboration with areas throughout the agency to address financial issues and concerns to streamline processes for improved efficiency, compliance and internal controls.
Responsible for oversight of Customer Service areas of payroll, travel and accounts payable.
Responsible for oversight of financial systems, reporting and compliance.
Ensures agency financial activities and transactions are accomplished in a consistent manner conforming to agency policy, applicable laws and regulations, as well as strong internal controls.
Ensures agency procedures support an unmodified (clean) audit opinion, as well as management strategic goals.
Supports and leverages systems and automation to achieve additional efficiencies, accuracy, timeliness and integrity of the financial data.
Directly handles items of a sensitive nature with discretion, addressing them timely and accurately.
May service as a contracting officer representative (COR).
This is a supervisory position which involves planning, scheduling, prioritize, reviewing, evaluating and providing feedback to staff and subordinate managers.
Applicants MUST have either A or B. Transcripts are required at the time of application.
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
B. Combination of education and experience--at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided a professional accounting knowledge. The applicant's background must also include one of the following:

2. If you are still on active duty, you may submit a statement of service from your Personnel Command which states the date you entered active duty, the date you are separating, and the campaign medals you have received.
3. If you are a male applicant who was born after 12/31/59 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered or you are not eligible for appointment in this agency.
