This announcement is open to individuals who have completed a qualifying degree or certificate within the past two years. Veterans who due to military service were unable to apply within the past two years are eligible for six years.
Participates in developmental activities to provide the full range of national recruitment, examining, and staffing services for mission critical agency occupations. Typical duties include: individually, or as part of a team, conducting job analysis to develop evaluation criteria, crediting plans; utilizes centralized inventories for agency-wide use; rates and ranks applications for a variety of agency mission critical occupations; assists in the issuance of referral lists from centralized inventories.
Assignments are performed under the close direction of a supervisor or senior HR specialists. Incumbent applies basic HR knowledge and limited experience to perform assigned tasks. Coordinates with a manager, project/program manager, team leader, or more experienced professional to plan time and use assigned resources to accomplish tasks. Established policies/procedures provide detailed guidance for almost all assignments, with little or no room for discretion.
Contacts are primarily internal to the organizational unit with a manager and other employees to share information, provide data and/or written analyses, and discuss the statuses of assignments. In some specialties, may have contacts with customers and other external parties on routine matters such as gathering information, explaining regulations, and discussing customers' situations.
Researches, interprets and applies HRM laws, rules, regulations, policies, precedent decision, etc. Participates in development of creative, results-driven approaches to employment functions.
Consults with management for specific requests related to immediate problems of limited scope. Advises on and/or resolves moderately complex, non-controversial, well-precedented, factual, procedural, and/or recurring issues for which there are one or more readily apparent solutions. The employee exercises judgement regarding the most appropriate approach that is in accordance with established procedures and practices.
Gateways - Recent Graduates Program Eligibility:
1. Apply within two years of having obtained a qualifying degree or certificate beyond the high school level from a qualifying educational institution. Application must be received no later than two years after the date the candidate completed all requirements of the qualifying degree/certificate. A veterans who, due to a military service obligation was precluded from applying during any portion of the two-year eligibility period, will have a full two-year period of eligibility upon release or discharge from active duty. Eligibility for veterans cannot extend beyond six years from the date on which the individual completed the requirements of an academic course of study.
2. Must be a United States citizen.
3. Must meet qualification requirements, security and/or medical requirements (if applicable) and any other requirement specific to the position for which being appointed/converted.
